Because running as an administrator, the default path when opening is X:\Windows\System32, so you need to relocate to the Windows folder, or use cd ... to return to the parent directory.
The DOS command "mklink/dwinsxs.linkwinsxs.moved" means to establish a directory link named winsxs.link that points to winsxs.moved.
Step 2: Get full control of the winsxs folder.
