Pedestrians, passengers and non-motor vehicle drivers who violate the provisions of laws and regulations on road traffic safety shall be given a warning or fined from five yuan to fifty yuan; If a non-motor vehicle driver refuses to accept the fine, he may detain his non-motor vehicle.
