Maternity insurance benefits for childbirth, termination of pregnancy and family planning operation after 0: 00 on May 1 2020 shall be implemented according to the New Deal.
Maternity allowance is converted into 30 days per month according to the average monthly salary of the employer in the previous year and paid daily. The time standard is:

Highlights of the new regulations:
1, extend maternity allowance days.
This is the biggest highlight in the revision process of the Regulations. The maternity allowance was originally paid according to the 98-day maternity leave standard, and it was revised as "If children are born in accordance with the Regulations of Fujian Province on Population and Family Planning, the maternity allowance will be paid no less than 128 days, and will be gradually improved according to economic and social development". According to preliminary estimates, our province will pay more than 400 million yuan of maternity allowance to female employees every year, and the income of female employees during maternity leave will be more secure.
2, expand the scope of application
From female employees of enterprises and individual economic organizations to "state organs, institutions, social organizations, other social organizations and their female employees". After the expansion of the scope of application of the Regulations, labor protection measures with the characteristics of economic development in our province benefited more than 1 10,000 female employees, which increased the demand of employees for nursing services for infants under 3 years old.
The provisions of "encouraging employers to give couples who have children in compliance with laws and regulations 10 days of parental leave every year when their children are under three years old" and "encouraging and supporting employers to provide special care service places for infants under three years old" have been added to provide policy support for society, employers and families to provide care services for infants under three years old.
4. Emphasize the contents of health examination for female employees.
It is clear that "the employer shall organize female employees to have a health examination including gynecological examination at least once every two years, and female employees over the age of 35 shall increase breast cancer and cervical cancer screening programs, and the expenses shall be borne by the employer, and the inspection time shall be regarded as labor time". Through early screening, early detection and early treatment, it is helpful for the majority of female workers to effectively control and even cure diseases.
5. Extend the number of days of abortion leave
Increase "98 days of abortion leave after seven months of pregnancy" to apply to the days of maternity allowance, and safeguard the physical and mental health of female employees who have miscarried after seven months of pregnancy.
6. Distribution of health products and health care costs.
Increase "conditional employers can issue sanitary products or expenses to female employees every month", strengthen labor protection for female employees during menstruation, and provide basis for employers to issue sanitary products or expenses.
7. Covering menopause protection.
A new clause "If a female worker diagnosed with menopausal syndrome by a medical institution at or above the county level or a maternal and child health care institution cannot adapt to her original post after treatment, the employer will temporarily arrange suitable posts for her upon her own application and mutual consent" to realize the "five-stage" labor protection of female workers during menstruation, pregnancy, childbirth, lactation and menopause.
8. Prevent and stop sexual harassment.
Add "the employing unit shall prevent and stop sexual harassment of female employees in combination with the characteristics of labor production in the unit; When handling complaints about sexual harassment of female employees, we should protect the personal privacy of female employees according to law, fully protect their basic human rights, and promote gender equality in the workplace and social fairness and justice.
At the same time, the Regulations also revised the division of labor protection and supervision responsibilities, the duration of maternity leave, the scope of forbidden labor for female employees, the legal liability for infringing on the rights and interests of female employees and some written expressions, and made reasonable adjustments to the order of some laws and regulations.
Conditions for receiving maternity allowance
1, maternity insurance premium has been paid continuously before giving birth or carrying out family planning operation 12 months (i.e., 12 months insurance premium must be paid continuously before giving birth or carrying out family planning operation);
2, in line with national, provincial and municipal family planning policies;
In addition to meeting the conditions for applying for maternity insurance benefits, the following conditions must also be met:
1, delivery project
1 The birth registration service for one or two children has been handled as required;
Give birth in a designated hospital in Xiamen, and pay by social security card.
2. Family planning projects
1 Abortion and family planning operation are less than 4 months pregnant;

Some people who meet the above conditions but lack electronic information still need to prepare materials at the front desk;
3. I have a bank card with UnionPay logo in Xiamen, and I don't support the bank cards of Ping An, Minsheng, Huaxia, Shanghai Pudong Development Bank and China CITIC Bank (as an account for receiving maternity insurance benefits) for the time being;
4. The social security card sets the transaction password and binds the mobile phone number.
Don't worry if a pregnant mother who meets the requirements for applying for maternity allowance can't successfully apply through her mobile phone. You can bring the following application materials in person or entrust an agent to apply at the front desk from the day after delivery to within one month after delivery (that is, within one year of the baby). Please note that you will not be able to apply after the deadline!
What is the maternity allowance?
Maternity allowance = the average monthly salary of employees of the employer in the previous year ÷30× the number of days off.
If the employer pays according to the average monthly salary of employees in the previous year, the maternity allowance shall be calculated according to the average monthly salary of employees in this year.
Days of receiving maternity allowance: 128 days (please note that maternity leave is at least 158 days, and the rest days will be supplemented by the unit).
