Liu Zhang first made great contributions by personally beheading the Prime Minister Lu Chan, and was later awarded a salary of 2,000 households by Emperor Wen of the Han Dynasty. In BC 178 (the second year of Emperor Xiaowen), Liu Zhang became King of Chengyang from Zhu Xu and Houjin, and established Chengyang Kingdom. At the beginning, because of his meritorious service in pacifying Lu, Emperor Wen of the Han Dynasty gave him the title. But later, Emperor Wendi learned that Liu Zhang intended to hold his brother Liu Xiang, the king of Qi, as the throne, but he was not happy, and only named him King Chengyang.

The first Chengyang king in the Western Han Dynasty was Liu Zhang, the grandson of Liu Bang, the ancestor of the Han Dynasty. Mourn for the second son of King Hui, first named Zhu. After the death of Lv Hou, the Lushi family wanted to usurp the power of the Han Dynasty, and Liu Zhang and his eldest brothers Liu Xiang and Zhou Bo were the most responsible.
Liu Zhang made him King of Chengyang and made its capital in Ju 'an. After Liu Zhang's death, "Langya, Qingzhou six counties and towns in Bohai Sea are all temples". It can be inferred that the first construction time of Chengyang Wangjing Temple should be in the first year of King Liu Xi II (BC 176).
In the first year of Emperor Wendi (BC 179), two thousand households in Liu and Zhang were given gold. In the second year of Emperor Wendi (BC 178), Chengyang County of Qi State was cut off in Liu Zhang, and Chengyang State was established as King of Chengyang Scenery. Liu Zhang reigned for two years and died in anger.
