Propaganda Department of Party Committee of Autonomous Region:
Organize and coordinate the news, literature and publishing departments to publicize the cause of the disabled. Vigorously publicize the spirit of self-improvement of the disabled, advocate the social fashion of helping the disabled, incorporate in-depth activities of helping the disabled into the overall planning of spiritual civilization construction in the whole region, and make unified arrangements and implementation to create a social atmosphere conducive to the development of the disabled and the progress of civilization. Guide and coordinate the propaganda work of the cause of the disabled.
Autonomous Region Development and Reform Commission:
Incorporate the development plan for the cause of the disabled into the long-term plan and annual development plan for the national economic and social development of the whole region, and do a good job in the balanced and coordinated development of the cause of the disabled and the economy and society. According to the prescribed procedures, make overall arrangements for the investment in basic construction of the disabled.
Autonomous Region Education Department:
Implementing the Regulations on Education for Disabled Persons and the Measures of Guangxi Zhuang Autonomous Region for Implementing the Law of the People's Republic of China on the Protection of Disabled Persons; Incorporate the education of the disabled into the education development plan of the whole region; Make disabled children and adolescents implement compulsory education simultaneously with other children and adolescents; Gradually increase the proportion of preschool disabled children receiving education; Actively eliminate illiteracy among disabled youth; Incorporate vocational and technical education and adult education for the disabled into the education system of the whole region; Gradually develop special education above senior high school; It is necessary to create conditions to ensure that disabled candidates who meet the admission criteria can enter ordinary (or special) secondary specialized schools and ordinary (or special) institutions of higher learning, and art colleges and physical education colleges plan to recruit and train disabled professionals. Organize and coordinate the research and promotion of Braille and sign language.
Autonomous Region Civil Affairs Department:
Responsible for social welfare relief for the disabled, guiding the protection of the rights and interests of the disabled, formulating relevant policies, regulations and rules and organizing their implementation; To study and put forward the standards for identifying welfare enterprises and supporting and protecting policies, plan and develop welfare enterprises, and promote the centralized employment of disabled people; Participate in the prevention and rehabilitation of mental illness in the whole region, and be responsible for the treatment, rehabilitation and assistance of mental patients with special difficulties; Responsible for organizing preschool education, cultural education and vocational and technical education for disabled children in various social welfare institutions and community service institutions; Responsible for coordinating relevant departments and community organizations, promoting community rehabilitation of the disabled, activating their cultural life, building a barrier-free environment in the community and safeguarding their legitimate rights and interests; Responsible for the management of the prosthetic industry and the formulation and implementation of technical standards for orthoses; To manage and guide associations for the disabled; By issuing welfare lottery tickets, we will raise funds for the development of welfare undertakings such as the disabled.
Department of Labor and Social Security of the Autonomous Region:
According to the provisions of the Law of the People's Republic of China on the Protection of Disabled Persons on employment, the employment of disabled persons will be included in the overall employment development plan of our district, and it will be responsible for providing vocational training and skill appraisal services for disabled persons, constantly improving and developing skills appraisal suitable for the employment of disabled persons, and increasing the employment rate of disabled persons; Organize the implementation of labor security supervision, safeguard the employment rights and interests of the disabled, promote the proportional employment of the disabled, and promote the stable employment of the disabled. Autonomous Region Construction Department:
Implement the Code for Barrier-free Design of Urban Roads and Buildings, and strengthen the construction and management of barrier-free facilities; Organize relevant departments to inspect the construction of barrier-free facilities in the whole region.
Autonomous Region Health Department:
Responsible for organizing the relevant departments to formulate and implement the rehabilitation medical plan for the disabled and organize its implementation; Guide the grassroots health network to carry out mental illness prevention, community rehabilitation and iodine deficiency disorders prevention; Responsible for the early screening, examination and diagnosis of disabled children, and guide the rehabilitation of disabled children in special education schools (classes); Carry out disability prevention work in conjunction with relevant departments; Responsible for giving priority to the rural disabled into the scope of the new rural cooperative medical system.
Radio, Film and Television Bureau of the Autonomous Region:
To guide and support the production of film and television works for the disabled; It is forbidden to insult or discriminate against the image of the disabled in radio, film and television; Guide and promote Guangxi TV stations and municipal TV stations to set up special columns on deaf sign language news and disabled people with subtitles, and gradually increase subtitles in other related columns; Set up special programs for disabled people in Guangxi People's Broadcasting Station and radio stations at all levels.
Autonomous Region Editorial Board Office:
According to the principles and policies of the Central Committee of the Communist Party of China and the State Council on the organization management and the spirit of institutional reform, to be responsible for the organization of the Autonomous Region Disabled Persons' Federation and its affiliated institutions; To guide the municipal and county (district) organizations to undertake the relevant organizational matters of the disabled persons' Federation at the same level.
Autonomous Region Economic Commission:
Put forward support policies and suggestions on production, management, technology and materials for various welfare economic organizations for the disabled; Guide and support the development of small and medium-sized enterprises and provide employment opportunities for the disabled.
Autonomous Region Science and Technology Department:
Incorporate the scientific and technological progress in the cause of the disabled into the Guangxi Scientific Research and Technology Development Plan, organize the implementation of scientific and technological research and development projects for the disabled, and give special help to the disabled groups in poverty alleviation and popularization of science and technology.
Ethnic Affairs Committee of the Autonomous Region:
Publicize and promote the implementation of policies, laws and regulations of the state and autonomous regions on disabled people in ethnic areas, promote the improvement of the situation of disabled people in ethnic areas and the development of disabled people's undertakings, and give necessary financial support. Cooperate with relevant departments to safeguard and protect the legitimate rights and interests of disabled people in ethnic minorities.
Autonomous Region Public Security Department:
To prevent, stop and investigate illegal and criminal activities against the disabled, such as maiming disabled babies; Formulate, organize and implement measures to ensure road traffic safety for the blind and other disabled people; Strengthen the management of vehicles and drivers for the disabled; In conjunction with the health and civil affairs departments, strengthen the management of mental patients who seriously endanger social order.
Department of Justice of the Autonomous Region:
Incorporate laws and regulations to protect the legitimate rights and interests of the disabled into the overall planning of legal publicity and legal education in the whole region, and strengthen publicity and education. Guide and supervise law firms, notary offices, grass-roots judicial bureaus, legal service offices, legal aid centers and civil mediation organizations to provide legal services and legal aid to protect the legitimate rights and interests of disabled people.
Autonomous Region Department of Finance:
Participate in the study and formulation of policies and regulations on the cause of the disabled in our region, and study and formulate preferential tax policies for welfare enterprises, institutions, groups and individual workers with disabilities in conjunction with relevant departments within the scope of authority. According to the needs and financial possibilities of the development of the cause of the disabled in our region, we will provide necessary funds for the cause of the disabled and strengthen the management and supervision of the use of funds for the cause of the disabled.
Autonomous Region Personnel Department:
Responsible for the examination and approval and recognition of "the model of self-improvement in the whole region" and "the advanced worker of the disabled persons' Federation system in the whole region"; To guide the planning and development of human resources for the disabled; Protect the legitimate rights and interests of disabled people in recruitment, evaluation and employment of professional and technical titles, and participate in the formulation of employment policies for disabled college graduates.
Autonomous Region Communications Department:
Conscientiously implement the Code for Barrier-free Design of Urban Roads and Buildings in the construction of stations and docks; Guide the improvement and development of special vehicles for the disabled; Help the disabled to set up a transportation industry that meets the requirements of relevant policies and regulations; Implement the national preferential policies for disabled people to take public transport.
Autonomous Region Department of Culture:
To guide the development of cultural and artistic activities for disabled people in urban and rural areas in the whole region, enrich the cultural life of disabled people, and provide convenience and special help for disabled people to participate in public cultural activities; Carry out "cultural disability assistance"; Guide, support and promote the development and foreign exchange of special arts for the disabled; Guide qualified public libraries at all levels to set up blind braille and audiobook libraries and reading rooms.
Population and family planning commission, Autonomous Region:
Guide the population and family planning departments and their publicity technology networks to popularize scientific knowledge of family planning, prenatal and postnatal care and reproductive health, and reduce the birth disability rate; To formulate reproductive health care service plans and organize their implementation around the birth, birth control and infertility of the disabled.
Local Taxation Bureau of Autonomous Region:
Responsible for the implementation of local preferential tax policies for disabled welfare enterprises and institutions, disabled individual workers and disabled undertakings, and conscientiously do a good job in policy research and management supervision.
Autonomous Region Sports Bureau:
Incorporate the disabled sports work into the overall planning of sports development in the whole region; Open up sports venues for the disabled in public stadiums and give special support; Develop mass sports suitable for disabled people's fitness and rehabilitation; To guide competitive sports activities for the disabled; To guide and participate in the organization of sports meetings for the disabled and other major activities in the region; Coordinate and organize disabled athletes in our region to participate in major international sports events.
Autonomous Region Bureau of Statistics:
Guide the statistical work in the field of disabled persons in the whole region, examine and approve the regional statistical investigation system for disabled persons, and publish the statistical data of disabled persons.
Autonomous Region Administration for Industry and Commerce:
Provide convenience and support for enterprises and individual industrial and commercial households run by the disabled, and safeguard the legitimate rights and interests of enterprises and individual industrial and commercial households run by the disabled.
Autonomous Region Press and Publication Bureau:
Guide and support the publication and distribution of newspapers, books, audio-visual products, electronic publications and books for the blind that reflect the cause of the disabled and the theme of the disabled; Carry out "cultural disability assistance"; Stop publications that damage the image of disabled people.
Autonomous Region Bureau of Quality and Technical Supervision:

Overseas Chinese Affairs Office of the Autonomous Region:

Political Department of Guangxi Military Region:
Coordinate the work of disabled people in the military system and safeguard the legitimate rights and interests of disabled soldiers; Vigorously carry forward the socialist humanitarian spirit among the officers and men of the army and the broad masses of militia, actively carry out activities to help the disabled, and do good deeds and practical things for the disabled.
Autonomous Region State Taxation Bureau:
Implement the state's preferential tax policies for welfare enterprises and disabled individual workers, and conscientiously do a good job in tax-free supervision and management and policy research.
Nanning Central Sub-branch of China People's Bank:
Responsible for coordinating the business relationship between the welfare fund for the disabled and various financial institutions, guiding the collection, appreciation and use management of the welfare fund for the disabled, and implementing supervision and inspection.
Guangxi Branch of Agricultural Bank of China:
Responsible for the issuance, recovery and management of special loans for rehabilitation and poverty alleviation for the disabled, and through the support of loans, the poor disabled people can get rid of poverty and become rich and well-off.

Implement the national import duty-free policy for special articles for the disabled and articles donated by international organizations and foreign governments to the disabled in our region, and be responsible for the follow-up management of duty-free articles.
Federation of Disabled Persons in Autonomous Region:
