According to article 58 of the Prison Law
A prison may give a warning, record a demerit or confine a prisoner in any of the following circumstances that disturb the supervision order:

(2) Insulting or beating the people's police;
(3) bullying other criminals;
(four) theft, gambling, fighting, stirring up trouble;
