Interpretation of the latest policy on the reform of public institutions in 2023
Dear, public institutions will usher in changes, and a new system will be implemented in 2023. First of all, institutions will usher in changes in performance pay, which means that the salaries of staff in institutions are linked to their work performance. Those with high ability will also get higher wages. This way not only improves the salary of employees, but also further improves the work efficiency of the unit. This is a measure to kill two birds with one stone. Secondly, the promotion channels of public institutions have also changed. There is no longer the blockage of promotion channels as before, and many staff members have worked in their posts for more than ten years, and there is no way to be promoted. However, after the change, the promotion of career series will also be linked to professional titles and length of service, and the promotion channels will be as smooth as those of civil servants. Subjectivity of the law: the retirement age of civil servants and employees of public institutions is stipulated by the state, and no one can retire at a young age. In this government institutional reform, it is proposed that civil servants and employees of public institutions can retire early. For civil servants who have worked for more than 30 years, the retirement age stipulated by specific countries is less than 5 years, and the working experience has reached 20 years, they can propose early retirement.

Legal Objectivity: Article 93 of the Civil Service Law of People's Republic of China (PRC), if a civil servant meets one of the following conditions, he/she may retire early upon his/her voluntary application and approval by the appointment and removal organ: (1) Having worked for 30 years; (two) less than five years from the retirement age stipulated by the state, and the working experience has reached twenty years; (three) other circumstances that meet the requirements of the state and can retire early.
