Rule number two

These Measures shall apply to the patriotic health work and its supervision and management within the administrative area of this Municipality.

The term "patriotic health work" as mentioned in these Measures refers to social and mass health activities to improve the health environment, advocate healthy behaviors and lifestyles, eliminate health hazards, prevent and control diseases, and improve the health level of the whole people.

Rule three. Patriotic health work implements the principles of government leadership, departmental responsibility, mass participation, scientific governance and social supervision.

Article 4? City, county (city, district) people's government unified leadership of the patriotic health work within their respective administrative areas, the establishment of patriotic health campaign committee (hereinafter referred to as Aiweihui), the patriotic health work into the national economic and social development plan, the patriotic health work funds included in the fiscal budget at the same level.

Article 5? During the month of patriotic health activities in April each year, Aiweihui shall organize and carry out patriotic health activities in the whole city.

Article 6? Encourage and support social forces to participate in patriotic health and public welfare activities through donations, establishment of service institutions and provision of voluntary services.

Article 7? Aiweihui is responsible for organizing and coordinating patriotic health work within its administrative area.

Aiweihui is composed of relevant departments and units of the people's government at the same level, and each member unit is responsible for the division of labor. All member units shall do a good job in patriotic health work in accordance with their respective responsibilities.

Article 8? The main responsibilities of the Patriotic Health Association:

(a) to organize the implementation of laws, regulations, rules and policies related to patriotic health work;

(two) unified planning, deployment and coordination of patriotic health work within their respective administrative areas;

(3) Guiding, coordinating, supervising and inspecting patriotic health work;

(four) to organize and carry out national health education and health promotion activities;

(five) to complete other patriotic health work assigned by the people's government at the same level.

Article 9? Township (town) people's governments and sub-district offices are responsible for patriotic health work within their respective jurisdictions.

Village (neighborhood) committees shall actively carry out patriotic health work, and township (town) people's governments and sub-district offices shall give guidance.

Article 10? State organs, social organizations, enterprises and institutions, village (neighborhood) committees, etc. Should be based on the actual situation, the establishment of patriotic health work organizations, determine the responsible personnel, implement the responsibility system of cleaning the courtyard, greening and beautifying the environment and health order, and do a good job in patriotic health work in this unit.

Article 11? Citizens should participate in patriotic health activities organized by their own units and communities (villages), take good care of public facilities and abide by public environmental health laws and regulations.

Article 12? City, county (city, district) people's governments shall formulate and implement health education and health promotion plans, strengthen the construction of talent teams in health education and health promotion institutions, and establish and improve the network of health education and health promotion.

Thirteenth city and county (city, district) people's government departments of health, education, science and technology, culture, tourism, sports and other administrative departments should take various forms to carry out health education and health promotion.

Trade unions, the Communist Youth League, women's federations and other organizations should combine their own characteristics and organize health education and health promotion activities for specific groups such as employees, teenagers and women.

Newspapers, radio, television, internet and other news media should actively carry out health knowledge publicity.

Fourteenth stations, shopping malls, squares, parks, theaters, hotels, residential areas and other public places should set up health education publicity columns to carry out health education publicity.
