Reporter: What is your greatest achievement in this great discussion on emancipating the mind?
Xu Xianmin: I just dare to think and do it, for example, the project of "moving the west port to the east". As we know, Xigang District starts from Datang River in the west, starts from Xinkai River in the east, and ends at the coal yard between Haibin Road, Kailuan Road and Donggang Road in the north, with a total land area of 465.46 hectares. The west port area has a natural coastline of 4.55 kilometers, but only a wharf coastline of 4.84 kilometers is formed, so the coastline utilization rate is low. As an old port area, Xigang District has some problems, such as outdated facilities, low berthing capacity, unsuitable navigation channels and small land depth. The utilization rate of the main railway collection and distribution channel (Nanda Temple to Qinhuangdao South Station) in Xigang District is low, which cuts the urban area and limited coastline resources. Every year, the traffic volume of highway ports is more than13 million tons, accounting for more than 60% of the total port traffic volume. However, there is no separate port traffic road, which takes up urban traffic and brings great inconvenience to urban traffic. Because coal transportation is the main mode, Xigang District is seriously polluted. According to the forecast of "Research Report on Comprehensive Prevention and Control Planning of Dust in the West Port Area of Qinhuangdao Port", it has a great impact on the surrounding environment of the port area.
Reporter: You may be more concerned about the general idea of "moving the west port to the east".
Xu Xianmin: On September 5, 2007, the minutes of the governor's office meeting clearly pointed out: "Support the' westward migration of ports'. Starting from maintaining the ecological environment of Qinhuangdao, we will encourage the development of clean port business, limit and reduce environmental pollution projects, guide the transfer of ore, coal and other businesses to Caofeidian and Huanghua ports, and prohibit pollution projects from moving eastward. " Accordingly, the main content of "Westport Moving to the East" is to guide the existing coal pollution business of Westport to Caofeidian and Huanghua ports. The municipal government gives support policies to support port construction, that is, according to the overall urban planning, the land vacated after the "port moves eastward and westward" will be developed and utilized as a whole. All the realized funds will be used for port construction in Donggang District to speed up the construction of Qinhuangdao Port.
Reporter: You have described for us the bright future of "moving the west port to the east". So, how will the next step be implemented?
Xu Xianmin: After the "Westport Moving to the East" project was confirmed by the provincial and municipal governments, we actively carried out our work and discussed how to implement it many times. According to the instructions of the municipal government, in order to speed up the pace of "moving the port from the west to the east", we entrusted Hebei Water Conservancy Planning Institute to prepare the layout plan of Qinhuangdao Port "moving the port from the west to the east". After many discussions, the draft has been revised three times, and experts will be organized to demonstrate it in the near future.
Reporter: We heard several strange things in Qinhuangdao before. One of them said: the railway is in the city and the highway is outside the city. The change of the port entrance line and Nanlong line and the local railway connected with Qinhuangdao South Station have intersected and divided the precious coastline resources, key urban construction areas and development zones in our city, and the coastline and land resources are difficult to use and develop, which seriously interferes with urban traffic. What actions have we taken in this regard?
Xu Xianmin: Within the three urban areas of Qinhuangdao, there are 873.8 kilometers of national railway, MTR, subway and enterprise-specific lines, and its density is about 430 kilometers per thousand square kilometers, which is 62 times of the national average (7 kilometers per thousand square kilometers). Domestic railways are under the jurisdiction of Beijing, Shenyang and taiyuan railway administration. All three urban areas are surrounded and divided by railways. This has always been a matter of great concern to the municipal party Committee and the municipal government. Our initial idea is to gradually adjust the layout of urban railways in combination with the "Westward Port Moving to the East" project and the construction of Tianjin-Qinhuangdao Passenger Dedicated Line. First, the Nanlong Railway (Nanda Temple to Qinhuangdao Station) moved westward and the Tianjin-Qinhuangdao Passenger Dedicated Line was built in parallel; Second, the subway is rerouted, and the inner section of the subway is demolished after the connection point with the national railway is re-selected; The third is to dismantle the entrance line from Nanda Temple to South Station and South Station.
Reporter: Is there any substantial progress at present?
Xu Xianmin: First, in combination with the Tianjin-Qinhuangdao Passenger Dedicated Line to be built soon, after consultation with the Ministry of Railways, the relocation project of Nanlong has been included in the preliminary design of Tianjin-Qinhuangdao Passenger Dedicated Line, which will be built simultaneously to solve the barrier problem between the urban area and the development zone. The second is to reroute the subway and re-select the connection point with the national railway. After consultation with the Ministry of Railways and Beijing Railway Bureau, it is planned to select two connection points. One is the connection scheme of Longjiaying Station 83 special line; The second is the integration scheme of Qinhuangdao Station, which is further refined as a short-term transition scheme. Thirdly, considering the project of "Westport Moving to the East", we should entrust the design department to make a scientific layout adjustment plan for the railway layout in Qinshan area, so as to give full play to the functions and functions of the railway network. Reporter: You just mentioned that the construction of Tianjin-Qinhuangdao passenger dedicated line will change the route of some local railways. It is understood that many ideas can be realized in our city with this project, right?
Xu Xianmin: Yes, in addition to the Nanlong West Reconstruction Project just mentioned, the projects coordinated with the Tianjin-Qinhuangdao Passenger Dedicated Line include the reconstruction of Qinhuangdao Railway Station and the railway crossing projects of urban main roads such as minzu road and Hongqi Road. We are negotiating with the roadside on the above construction scheme.
Reporter: As a tourist city, the contradiction of insufficient railway passenger transport capacity is particularly prominent at the peak of Spring Festival travel rush every summer. What role will the completion of Tianjin-Qinhuangdao special line play in alleviating this contradiction?
Xu Xianmin: At present, there are three major passenger stations in Qinshan area, namely Qinhuangdao Station. Xunbeidaihe Station and Shanhaiguan Station are supplemented, which means that more than 60% of the passenger flow is concentrated in Qinhuangdao Station. However, the facilities of Qinhuangdao station are backward, and the arrival and departure capacity at peak passenger flow is relatively low. Although temporary buses were added to the roadside during rush hours, it was still very crowded. After the completion of Tianjin-Qinhuangdao Passenger Dedicated Line, it will not only add a passenger passage, but also realize the separation of passengers and goods. The arrival and departure capacity of Qinhuangdao station will be further improved, and the environment for entering and leaving Qinhuangdao will be further improved.
Reporter: the port and railway problems have been solved, and there is still an aviation problem that plagues us. Shanhaiguan airport is a military-civilian airport, and the civil aviation station is located in the northwest corner of the airport. The expansion of civil aviation planning is strictly limited, and there is no room for development. When can we have our own airport?
Xu Xianmin: The site selection of the new airport began in 2004. Due to five factors, such as the northern mountainous area, Shanhaiguan airport flight zone, Beidaihe temporary no-fly zone, Tangshan airport flight zone and Changli air force shooting range no-fly zone, the Air Force did not agree to build a new airport in Changli, and the site selection work was very difficult. After the provincial and municipal leaders reported to the General Staff and the heads of the Military Commission for many times, it was not until March 2007 that the primary selection, comparison and selection, and site selection were finally completed. At present, the pre-feasibility study report of the new airport has passed the expert review organized by the National Development and Reform Commission, and is waiting for the approval of the State Council and the Central Military Commission. In order to speed up the progress of the project, considering the approach of spring ploughing, preparations for land acquisition are being made according to the deployment of the municipal government. According to the current progress, the new airport is expected to start construction this year.
Reporter: Can you describe the blueprint of the new airport for us?
Xu Xianmin: According to the evaluation results of experts on the pre-feasibility study report of Qinhuangdao New Airport, the overall level of the new airport is 4 C, and the plane size of the flight area is upgraded to 4 D, meeting the needs of long-distance routes such as chartered flight and Shenzhen and 300 aircraft. The new airport covers an area of 2,380 mu; The designed annual throughput is 400,000 person-times; The runway is 2600 meters long and 60 meters wide; The dock covers an area of 8,800 meters; The on-site investment is about 450 million yuan. It is predicted that it can meet the needs of Qinhuangdao air transport development before 2020.
Reporter: Focusing on the two major goals and tasks of building a strong Qinhuangdao, a vibrant Qinhuangdao and a charming Qinhuangdao and building a coastal city with strong economic and social development, the municipal party committee and the municipal government, proceeding from reality, decided to vigorously promote the construction of industrial parks and accelerate the pace of "three bases and one center" in view of the problems existing in the development of parks and industries. So, what has the National Development and Reform Commission mainly done in the construction of industrial parks?
Xu Xianmin: According to the requirements of the Municipal Party Committee and the Municipal Government, the Municipal Development and Reform Commission has further intensified the construction of industrial parks. In 2007, the Municipal Development and Reform Commission organized relevant personnel to investigate the construction of key industrial parks in counties and districts of the city, listened to the reports on the construction of industrial parks in counties and districts, and extensively solicited opinions from various departments in counties and districts. On this basis, the "Measures for the Administration of the Use of Special Funds for the Construction of Qinhuangdao Industrial Park" was drafted and passed by the executive meeting of the municipal government and issued in the form of government documents. At the same time, "Guiding Opinions on the Development of Qinhuangdao Industrial Park" and "Administrative Measures for the Identification of Qinhuangdao Industrial Park" have been drafted and issued at the Fourth Plenary Session of the Tenth Municipal Committee and this year's Economic Work Conference, and opinions from all counties and departments are being sought.
Reporter: The framework of counties, industrial parks and four pillar industries in our city has basically taken shape. What is the current situation?
Xu Xianmin: At present, there are 19 industrial parks reported by counties and development zones in our city, with a planned area of 167.39 square kilometers. By 2006, there will be 196 industrial enterprises above designated size in the industrial park. In that year, the sales revenue was 34.777 billion yuan, accounting for 61.2% of the sales revenue of enterprises above designated size in the city; Completed industrial added value of 9.423 billion yuan, accounting for 67.3% of the city's industrial added value above designated size; Profit and tax1492 million yuan, accounting for 65.87% of the profits and taxes realized by enterprises above designated size in the city. The framework of industrial clusters in our city has basically taken shape. The four pillar industries of grain, oil and food processing, major equipment and machinery manufacturing, glass and new building materials, and metal calendering achieved sales income of 42.5./kloc-0.5 billion yuan, accounting for 74.83% of the sales income of enterprises above designated size in the city. Reporter: according to the development direction of industrial clusters and parks formulated by the national development and reform commission, what favorable measures will we take to ensure that the work develops in the predetermined direction?
Xu Xianmin: First, identify the park planning. Each industrial park should work out its overall construction plan, industrial development plan and regulatory detailed plan according to the overall urban planning and land use planning of cities and counties, and its regional development plan should carry out environmental impact assessment and prepare environmental impact report, and fully study and determine the site selection, scale, supporting facilities and related conditions of the park, so as to make the park suitable, reasonable in scale and strong in operability. The orientation of industrial development in the park should give full consideration to the carrying capacity of local resources and regional environment, foster strengths and avoid weaknesses, and develop dislocation. At the same time, it should be combined with urban construction and development planning to promote the urbanization process. Secondly, according to the principle of "revitalizing the stock and optimizing the increment", the development of the park will be promoted scientifically and reasonably. Increase infrastructure investment through various channels and forms. Infrastructure construction in the park should gradually change the concept of giving priority to government investment and gradually introduce the company development model. Focus on building standard chemical plants, protect basic farmland in accordance with national policy requirements, strengthen intensive land use, and attract small and medium-sized enterprises to settle in. Strict admission project standards, strict control of the investment intensity of admission projects, admission projects must be designed and constructed in accordance with environmental protection requirements and the overall planning of the park. The land used in the park adheres to the principle of relatively centralized industrial layout, meets the needs of industrial upgrading, industrial agglomeration and industrial support, and leaves sufficient space for the development of large-scale backbone projects, leading industrial projects and supporting industrial projects. Revitalize the stock and explore new ways of land replacement in the park. Projects included in the provincial major industrial support plan and provincial and municipal key construction plans will be tilted on the land. The third is to increase policy support for the park. Give full play to the guiding role of special funds in the construction of industrial parks in the city. The municipal government arranges 20 million yuan in the fiscal budget at the corresponding level every year to support the infrastructure construction, loan discount, major industrial support projects and provincial key construction projects in industrial parks recognized above the municipal level.
