Legal analysis: no-breeding areas can be set up in rivers. No-farming areas (referred to as "no-farming areas" for short) include six categories: the first-class protected areas of drinking water sources, the core areas and buffer areas of nature reserves, the core areas of national aquatic germplasm in protected areas, and key ecological functional areas such as uninhabited rivers and islands (including sandbars) that are used without approval; Ports and waterways; Areas where toxic and harmful substances in water bodies exceed the prescribed standards; Rivers and beaches owned by the whole people; Other areas prohibited from engaging in aquaculture as stipulated by laws and regulations. No-raising area refers to the area where livestock and poultry breeding is prohibited within the prescribed scope in accordance with the provisions of laws, regulations and administrative rules; Livestock and poultry farms built in the forbidden areas shall be relocated or closed within a time limit.
Legal basis: Article 26 of the Regulations on River Management in People's Republic of China (PRC), based on the importance of dikes and the soil conditions of dike foundations. First, with the approval of the people's governments at or above the county level, the river authorities may designate dike safety protection zones in areas adjacent to the river management scope. In the dike safety protection zone, drilling, blasting, fish pond digging, quarrying, earth borrowing and other activities that endanger the dike safety are prohibited.
