Chapter I General Provisions Article 1 In order to promote the high-quality development of the Lycium barbarum industry, these Regulations are formulated in accordance with the laws and regulations such as the Law of People's Republic of China (PRC) on Quality and Safety of Agricultural Products, the Law of People's Republic of China (PRC) on Seed, the Law of People's Republic of China (PRC) on Food Safety, and in combination with the actual situation of this state. Article 2 These Regulations shall apply to the activities of planting, processing and managing Lycium barbarum and providing services and management for Lycium barbarum industry within the administrative area of this State. Article 3 The development of Lycium barbarum industry should adhere to the principles of ecological protection, standardized development, green and high efficiency, quality supervision and brand guidance, enhance its core competitiveness, and realize the unification of economic benefits, social benefits and ecological benefits. Article 4 The state, city (county) people's governments and the administrative committees of Lycium barbarum producing areas shall incorporate the development of Lycium barbarum industry into the overall plan of national economic and social development, and establish a mechanism for promoting and demonstrating the development of Lycium barbarum industry.

The people's government of the state, city (county) and the competent department of agriculture and animal husbandry of the commission are responsible for the supervision, management and service of the Lycium barbarum industry within their respective administrative areas, and the competent forestry department shall cooperate with the relevant work.

The people's government of the state, city (county) and the relevant departments of the CMC are responsible for the management and service of the Lycium barbarum industry in accordance with the division of responsibilities.

The township (town) people's government is responsible for the work related to the development of Lycium barbarum industry within its administrative area. Article 5 The Lycium barbarum trade association shall strengthen industry self-discipline, actively play the role of management and coordination, and provide services for Lycium barbarum producers and operators according to laws and regulations. Chapter II Planning and Support Article 6 The people's government of the prefecture shall formulate a general plan for the development of Lycium barbarum industry in the whole state, including planting area and scale, industrial structure and layout, market planning and construction, etc.

The people's government of the city (county) and the administrative committee of the Lycium barbarum producing area shall, according to the overall plan for the development of Lycium barbarum industry in Quanzhou, formulate the development plan of Lycium barbarum industry in this area and organize its implementation.

The development planning of Lycium barbarum industry should be compatible with the strategic planning of regional spatial development, the overall planning of land use and the planning of ecological environment protection. Article 7 The state people's government and the municipal (county) people's government and the Lycium barbarum production area management committee shall formulate policies to promote the development of Lycium barbarum industry, strengthen the infrastructure construction of planting bases and industrial parks through financial support and financial and scientific and technological support, and promote the protection of germplasm resources, the breeding of new varieties, the promotion of improved varieties, scientific and technological innovation, ecological environmental protection, quality supervision and brand building, so as to promote the virtuous cycle development of Lycium barbarum industry. Eighth state, city (county) people's government and the Lycium barbarum production area management committee shall establish a diversified investment mechanism for the development of Lycium barbarum industry. Encourage and support financial institutions to develop financial products, services and professional credit guarantees suitable for promoting the development of Lycium barbarum industry; Encourage and support the creation of a financing platform for the development of Lycium barbarum industry, guide Lycium barbarum production and processing enterprises to finance by means of property rights, intellectual property rights and equity mortgage and transfer, and promote industrial development; Encourage and support foreign and overseas enterprises to invest in wolfberry industry. Article 9 The state, city (county) people's governments and the administrative committees of Lycium barbarum producing areas shall establish and improve the risk prevention mechanism of Lycium barbarum market, strengthen risk prediction and early warning, and encourage and support the main body of Lycium barbarum planting and operation to participate in policy-based agricultural insurance. Article 10 The state people's government shall promote the construction of the credit system of Lycium barbarum enterprises, promote the inquiry, exchange and sharing of credit information of enterprises engaged in Lycium barbarum production and operation, and establish the enterprise credit evaluation system and the disciplinary mechanism for dishonesty. Article 11 The people's government of the prefecture, city (county) and the administrative committee in charge of agriculture and animal husbandry in the Lycium barbarum producing areas shall, jointly with the departments of education, human society and so on, strengthen the construction of professionals and brokers in the Lycium barbarum industry, and introduce and train professional and technical personnel such as planting, processing, research and development, quality inspection and brokers such as labor services and markets. Twelfth state people's government shall, according to the needs of industrial development, build professional markets, trade distribution centers and electronic trading platforms. The people's government of the city (county) and the administrative committee of the Lycium barbarum producing area shall build the Lycium barbarum trading market according to local conditions, improve the supporting services such as warehousing, transportation, quality inspection and information management, and establish a strict market supervision mechanism.

Encourage and support enterprises and individuals engaged in the production and operation of Lycium barbarum to use modern information technologies such as the Internet and e-commerce to explore domestic and foreign markets. Thirteenth state people's government and city (county) people's government and Lycium barbarum production area management committee shall encourage and support:

(a) scientific research institutions, institutions of higher learning, enterprises and individuals to carry out scientific and technological research on the quality and safety of Lycium barbarum and its products, and develop new products and technologies of Lycium barbarum;

(two) the popularization and application of modern agricultural technologies such as standardized production of Lycium barbarum and its products, efficient water saving, advanced mechanical equipment and quality and safety management;

(three) to start the production of fresh fruit, food and beverage, biopharmaceuticals, health care, cosmetics and other deep processing enterprises of Lycium barbarum;

(four) to participate in the construction of the sales market of Lycium barbarum products, which integrates catering, medical care, leisure and health care, beauty and health care, sightseeing and folk culture;

(5) Develop the industrial culture of Lycium barbarum, protect the traditional processing technology of Lycium barbarum, excavate, sort out and spread Lycium barbarum culture, and promote the integrated development of Lycium barbarum culture and Lycium barbarum industry;

(six) vigorously develop organic Lycium barbarum, expand the planting scale of organic Lycium barbarum, promote the varieties of Lycium barbarum in Chaidamu, and declare the identification of organic Lycium barbarum standardization base and product certification;

(seven) encourage enterprises, cooperatives and large growers of Lycium barbarum to strengthen their comprehensive strength through joint, merger, reorganization and shareholding system reform, and realize large-scale production, intensive management and industrial development.
