For example, some documents are vague in words and wording, so they are more flexible to implement. Some departments interpret "exemption" as "unavoidable" and "possibility" as something that must be done when implementing policies.
The top-level system design needs to be improved. The leading role of government departments in "health access, civil support, designated medical insurance and preferential policies" is not enough, and there is a lack of top-level design in the system. Especially in many places, the health care industry has not yet established a service standard system, and the access standards of some industries can't keep up with the pace of industry development, resulting in insufficient stability and continuity of services. For example, the newly established medical and nursing institutions are still built according to the establishment standards of medical institutions in the 1990s, and departments unrelated to the elderly such as pediatrics and obstetrics are also listed as rigid requirements for establishment. Some enterprises have reported that hospitals need to apply for separate licenses for old-age care institutions, resulting in two licenses and two management standards for one unit, involving multiple management departments. Moreover, enterprises that combine medical care with nursing care are classified as hospitals, not nursing homes, and cannot enjoy the preferential policies of water, electricity and heating.
The development of health care industry needs to be standardized. At present, the competition in most health care industries is still in the primary stage, and the industry monopoly has not yet formed. The huge market space allows many enterprises to cross the border and compete for the big cake in health care industry. However, to some extent, there are problems such as rushing headlong into mass action and homogenization, which affect and restrict the healthy development of health care industry in Hebei Province. For example, some old-age care institutions temporarily hire a doctor, which becomes a combination of medical care and nursing, and many diagnosis and treatment tasks cannot be completed. The combination of medical and nursing institutions belongs to multi-dragon water control, and the lack of supervision leads to an increase in medical hidden dangers. At the same time, this industry is far from forming a healthy and complete industrial system, and enterprises engaged in the health care industry are generally small in scale and weak in strength.
Lack of health professionals. At present, the elderly people spend two-thirds of their time waiting for illness, and more and more elderly, disabled, demented and sick people need professional rehabilitation nursing services. However, the development of China's overall elderly health service industry is far from meeting this demand, especially with the further development of community and home-based care in the future, a large number of nursing workers are needed, but the number of nursing workers is decreasing. Moreover, due to factors such as poor professional recognition, high work intensity, low salary and poor security, and lack of career promotion channels, the proportion of young people engaged in the aged care service industry is low. Most of the old-age service personnel are older, less educated, less professional and unstable, which has always been a "stubborn disease" for the development of the whole industry and a "hard injury" for the old-age care institutions to affect the quality of life of the elderly.
Developing health care industry is an important measure to implement the national industrial policy, an inevitable choice to deal with the aging population, and an innovative engine to promote economic growth and social development in China. To this end, the following suggestions are made:

Establish a diversified investment system. In accordance with the operation mode of "government guidance, social participation and market investment", we will actively promote the construction of investment and financing system for the health care industry, raise funds for the construction of health care industry projects through multiple channels, and accelerate the pace of infrastructure construction for health care services in various places. Give full play to the guiding role of government financial funds in the development of healthy old-age care industry, and timely establish a healthy old-age care industry construction fund as the start-up fund for major healthy old-age care services. Specifically, we can increase support from three aspects: First, the support of banking financial institutions. Increase the support of banking financial institutions to the aged care service industry, improve the loan coverage rate of the aged care service industry, and maintain a reasonable increase in the loan balance. Explore the issuance of assets (facilities) mortgage and accounts receivable pledge loans to social forces with clear property rights. The second is the support of insurance financial institutions. Encourage all kinds of insurance institutions to deeply participate in the development of the aged care service industry, and support insurance funds to participate in the construction of key aged care service projects through sole proprietorship, equity cooperation, equity investment, investment trust funds, and issuance of real estate investment fund products. The third is financial subsidies and discount support. Further increase investment in the construction of service systems such as nursing beds, rural five-guarantee institutions, home care service centers and training of nursing staff. More credit funds and social funds will be invested in the aged care service industry by means of loan discount, direct financing subsidy, financing guarantee and risk compensation, and funds such as national debt investment will be actively sought.
Cultivate a team of professionals. Talent is an indispensable key factor to promote the development of health undertakings. It is suggested that all localities should establish a training base for health care service talents, adopt a step-by-step training mode such as developing vocational training, cultivating intermediate professional management talents, increasing high-end talent training and introducing talents, and increase the training of different health care service talents. Specific measures: first, vigorously publicize the spirit of respecting and filial piety for the elderly, strengthen social identity, and let them truly feel the respect of society; The second is to explore the formulation of special post allowance system for aged care workers, and formulate the minimum wage, legal working hours and compulsory paid vacation system for aged care workers; The third is to strengthen the training of professionals in aged care services and the investment in vocational education, exempt students majoring in aged care services from tuition and accommodation fees during their school days, and encourage institutions offering aged care services to carry out order-based training.
