In order to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 18th Central Committee, implement the requirements of the Long-term Plan for the Development of Ecological Environmental Protection Talents (20 10-2020), further improve the overall quality and working ability of grassroots environmental protection talents, and provide strong talent support for exploring new ways of environmental protection, building an ecological civilization and beautiful China, we hereby put forward the following opinions on strengthening the construction of grassroots environmental protection talents.

First, fully understand the significance of strengthening the construction of grassroots environmental protection talents.

The grass-roots environmental protection talent team below the prefecture level is the main body of China's environmental protection system talent team and plays an important role in promoting the development of environmental protection. In recent years, great progress has been made in the construction of grass-roots environmental protection talents in China, but there are still outstanding problems such as insufficient total talents, low ability and quality, unreasonable structure, lack of high-level professional and technical talents, and weak personnel training, which are still far from the new requirements and tasks of environmental protection work in the new period. From the strategic height of rejuvenating the environment with talents, we should put the construction of grass-roots environmental protection talents in a more prominent position, emancipate our minds, innovate mechanisms, take more systematic and effective measures, and strive to build a grass-roots environmental protection talent team with good ideas, correct style, knowledge of business, management, courage to take responsibility, people's satisfaction and adaptation to the needs of environmental protection work.

Second, increase the exchange and training of grassroots environmental protection talents.

Implement the "Action Plan of Environmental Protection Experts Serving the Central and Western Regions". Arrange a number of subordinate units and environmental experts in the eastern region with rich practical experience and high professional level every year to carry out assistance training to meet the needs of grass-roots environmental protection units in the central and western regions to improve the professional level of employees.

Implementation of the "Central and Western Region Environmental Protection Professionals Exchange Training Program". Every year, several grass-roots environmental protection talents are selected from the central and western regions to subordinate units or the eastern regions to participate in specific business work and receive advanced training in the form of "one post and one pair" under the guidance of business instructors.

Strengthen cadres' practical training and improve their comprehensive quality and ability. Continue to organize grassroots environmental protection business backbones to study and exercise in ministries, subordinate units and the eastern region. Pay attention to selecting cadres from provincial offices and directly affiliated units who lack local work experience to exercise in grassroots environmental protection units, especially in hard areas and front-line posts.

Innovating the forms of scientific research cooperation and cultivating talents. Subordinate scientific research units should actively absorb grassroots environmental protection business backbones who are familiar with the actual situation and have rich practical experience to participate in scientific research projects, and build scientific research platforms such as environmental protection engineering technology centers and ecological environment field observation stations (stations) with qualified grassroots environmental protection units. Local environmental protection departments should actively cooperate with relevant scientific research institutes and universities to cultivate grassroots environmental protection talents through joint scientific research projects.

Actively promote the flexible flow mechanism of talents, and cultivate and drive grassroots environmental protection professionals. By establishing flexible employment mechanisms such as specially invited experts, project cooperation and part-time jobs, high-level experts in related fields are hired to solve business problems, undertake special work and cultivate work teams.

Third, improve the education and training effect of grassroots environmental protection talents.

Strengthen professional ethics education and carry forward China's environmental protection spirit. The environmental protection code of conduct and professional ethics are listed as important contents of all kinds of education and training, so as to enhance the social responsibility and professional identity of grassroots environmental protection talents. Constantly cultivate and improve the awareness of grassroots environmental protection talents to perform their duties, pay close attention to the construction of work style, and consolidate the achievements of the party's mass line education and practice activities.

Strengthen training management and improve the coverage and quality of education and training of grassroots environmental protection talents. Environmental protection departments at all levels should strengthen the management of annual training plans, closely focus on key and difficult environmental protection work and urgently needed business areas, and arrange appropriate training shifts for grassroots environmental protection talents, especially front-line business backbones. Seriously carry out training demand research and quality evaluation, and strengthen training performance management.

Strive to innovate the training mode of grassroots environmental protection talents and improve the methods of education and training. Adhere to the problem-oriented training, improve the proportion of special seminars and case teaching in grass-roots environmental protection personnel training courses, and promote teaching and learning. Build a national environmental protection system network learning platform, training teacher database and teaching material database, so that grassroots environmental protection talents can enjoy high-quality training resources.

Promote the establishment of training bases and strengthen the practical training of grassroots environmental protection talents. Select qualified units by stages, establish training bases and on-site teaching points in environmental monitoring, environmental monitoring, environmental emergency and other business fields, and improve the practical operation and problem-solving ability of grassroots environmental protection talents.

Four, improve the grassroots environmental protection talent team structure and evaluation and incentive work.

Strengthen the management of grass-roots environmental protection talents and improve the level of refined management and team specialization. Grass-roots environmental protection departments should formulate environmental monitoring and environmental monitoring post responsibility standards according to the actual situation, clarify the ability and quality requirements of staff, and enhance the matching between people and posts. Environmental protection departments at all levels should enhance their work initiative, highlight key points, adjust measures to local conditions, take targeted and effective measures, and steadily promote the construction of grassroots environmental protection talents. Actively coordinate the preparation and organization of personnel departments at the same level, and strengthen the construction of grassroots environmental protection talents. Actively coordinate the financial departments at the same level and include the funds for capacity building of grassroots environmental protection talents in the financial budget.
