Legal basis: Article 48 of the Emergency Response Law of People's Republic of China (PRC). After an emergency occurs, the people's government that performs unified leadership duties or organizes the handling of emergencies shall immediately organize relevant departments, mobilize emergency rescue teams and social forces according to the nature, characteristics and degree of harm of emergencies, and take emergency measures in accordance with the provisions of this chapter and relevant laws, regulations and rules. If a unit or individual, in violation of the provisions of this Law, refuses to obey the decisions and orders issued by the local people's government and its relevant departments, or fails to cooperate with the measures taken according to law, which constitutes a violation of public security administration, the public security organ shall punish it according to law.
