Chapter I General Provisions Article 1 In order to strengthen the planning, construction and management of Luopu Park, protect and improve the ecological environment, and create a good living environment, these Regulations are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation of this Municipality. Article 2 The term "Luopu Park" as mentioned in these Regulations refers to the parks, green spaces, ecological corridors and river surfaces on both sides of the Luopu River, which are determined according to the overall urban planning and are used to improve the regional ecological environment and provide public rest and appreciation.

It starts from Yiyang boundary in the upper reaches of Luohe River in the west, reaches Yanshi Street in the east, reaches Binhe North Road, Jiudu Road and Zhongzhou Middle Road in the north, and reaches Luoyi Expressway and Binhe South Road in the north of National Garden in the south, thus controlling the boundary of green space in the southeast of Luohe River. The Municipal People's Government may, according to the adjustment of the overall urban planning, redefine the scope of the park and report it to the Standing Committee of the Municipal People's Congress for the record. Article 3 These Regulations shall apply to the planning, construction, protection and management of parks. Article 4 The Municipal People's Government shall strengthen the leadership over the protection and management of parks, establish a joint meeting system, and coordinate and solve the problems existing in the planning, construction, protection and management of parks. Fifth city garden administrative department is the competent department of the park. Park management agencies are specifically responsible for the daily management of parks.

The relevant administrative departments and the district people's governments along the park shall, within the scope of their respective duties, do a good job in the planning, construction, protection and management of the park. Article 6 The Municipal People's Government shall incorporate the planning, construction, protection and management of parks into the national economic and social development plan, and ensure the funds needed for the construction and management of parks.

Encourage natural persons, legal persons and unincorporated organizations to participate in the construction, protection and service of parks according to law through donations and voluntary service activities. Seventh park development should reflect public welfare, adhere to the principles of government-led, unified planning, rational layout, standardized services, public participation and social supervision.

The park is free. Eighth any unit or individual has the right to discourage and report violations of these regulations. Chapter II Planning and Construction Article 9 Park planning shall be compiled by the municipal planning administrative department in conjunction with the municipal garden administrative department and the water administrative department as the basis for park construction, protection and management.

Park planning approved by the Municipal People's government, reported to the Standing Committee of the Municipal People's Congress for the record, and announced to the public. Article 10 No unit or individual may occupy park land without authorization or change the nature of its use. If it is really necessary to change the construction of urban infrastructure, it shall solicit the opinions of the municipal garden administrative department and the water administrative department, and report to the Standing Committee of the Municipal People's Congress for deliberation and approval after approval by the Municipal People's government, and make adjustments according to law. Eleventh it is forbidden to build various facilities in the park that have nothing to do with park functions and water conservancy facilities.

The buildings (structures) that have been built in the park and are not in harmony with the park landscape shall be demolished or gradually transformed according to the requirements of the park planning. Twelfth the construction of green space and various supporting facilities in the park shall conform to the overall urban planning and park planning, and shall be submitted for approval according to law. The nature, layout, height, volume, shape and color of the construction project should be in harmony with the natural landscape of the park. Thirteenth new construction, renovation and expansion of supporting facilities in the park, the design scheme should be reviewed by the municipal administrative department of landscape and water administration, and reported for approval in accordance with the relevant provisions of the state and this Municipality.

The design scheme of major construction projects in the park shall take the form of a hearing, widely listen to public opinions, and announce it to the public through news media and other channels.

If the approved design scheme really needs to be adjusted, it shall be reported to the original approval authority for approval. Article 14 The new construction, reconstruction and expansion of supporting facilities in the park must be carried out in accordance with the approved design scheme. Fences and safety warning signs should be set up on the construction site, and effective safety protection measures and environmental protection measures should be taken. Shall not destroy the park landscape and various facilities, and shall not affect the safety of tourists. Fifteenth park construction should make full use of the original topography, geomorphology, water, vegetation and historical and cultural sites and other natural and human conditions. Park greening should scientifically and rationally allocate plants, pay attention to the development and protection of species diversity, and reflect ecological effects. The proportion of green land should not be less than 70% of the land area. Popularize and apply new environmental protection technologies such as green lighting, clean energy, rainwater collection, reclaimed water utilization, and garden waste recycling. Sixteenth park entrances and exits should be set up with a brief introduction of the park, a schematic diagram of the park, a description of the use of the park and a park guide card. All kinds of cards in the park should be kept clean and intact, and the words and graphics should be standardized. Damaged or lost, it shall be replaced or supplemented in time.

The location of the main entrances and exits should be adapted to the urban traffic and the flow of tourists.

Non-main entrances and exits should be planned in a unified way, and isolation piles or fences should be set up as needed. Seventeenth municipal pipe network facilities such as water, electricity, communication and gas in the park shall be hidden, and shall not damage the landscape or endanger the personal and property safety of tourists. Eighteenth amusement, fitness and public service facilities in the park should be adapted to the function, scale and landscape of the park.

The main roads, building entrances and public toilets in the park should be equipped with barrier-free facilities.
