"Civilized behavior" as mentioned in these Regulations refers to the behavior of practicing socialist core values, meeting the requirements of socialist morality, maintaining public order and good customs, and promoting social progress. Article 3 Civilized behavior promotion activities shall follow the principles of Party committee leadership, government implementation, social governance, giving priority to advocacy and combining rewards and punishments. Fourth city and county (city, district) spiritual civilization construction steering committee to co-ordinate the promotion of civilized behavior within their respective administrative areas.
City, county (city, district) spiritual civilization construction institutions are specifically responsible for the guidance, coordination, supervision and inspection and evaluation of the promotion of civilized behavior within their respective administrative areas. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan and formulate relevant measures.
The relevant functional departments of the people's governments of cities and counties (cities, districts), the people's governments of townships (towns) and sub-district offices shall, according to their respective responsibilities, strengthen cooperation and do a good job in promoting civilized behavior in their respective areas.
Village (neighborhood) committees should strengthen the propaganda, education and guidance of civilized behavior and help advocate civilized behavior. Article 6 Enterprises, institutions, social organizations, other organizations and individuals shall participate in civilized behavior advocacy activities, and public officials, deputies to the National People's Congress, CPPCC members, advanced models and public figures shall take the lead in demonstrating. Chapter II Code of Civilized Conduct Article 7 Citizens shall abide by laws and regulations, code of civilized conduct, public order and good customs, and observe social morality, professional ethics, family virtues and personal morality. Eighth advocate the following civilized behavior:
(1) Carry forward the craftsman spirit and excellent ceramic culture;
(two) pay attention to family, family education, family style, filial piety, love for relatives, treat each other as equals, live in harmony with neighbors and help each other;
(three) care and respect for model workers, moral models, hero models, soldiers, martyrs and their families;
(4) Respecting teachers and attaching importance to teaching, educating people and cultivating excellent school spirit, teaching style and study style;
(5) Promote healthy network culture, and don't believe in rumors, spread rumors, and spread rumors;
(6) Observe public etiquette, dress neatly, behave appropriately, use polite language, make no noise or fight;
(seven) take public transport, orderly up and down, for the elderly, sick and pregnant passengers with infants and young children to give up their seats;
(eight) when waiting for service, obey the order, take the elevator first and then go out, and walk up and down the stairs on the right;
(nine) in the event of public safety emergencies, do not gather, watch and boo;
(ten) respect for medical laws and medical personnel, and cooperate with the development of medical activities;
(eleven) when coughing or sneezing in public places, cover your mouth and nose, and take preventive measures such as wearing a mask when suffering from respiratory infectious diseases such as influenza;
(twelve) put an end to the waste of food and beverage, use public chopsticks and spoons, implement a separate meal system, do not drink, do not persuade wine;
(thirteen) low-carbon life, green consumption, save resources, do not use non-degradable disposable plastic products, control the use of disposable paper cups and office supplies;
(fourteen) advocating science and not participating in feudal superstitious activities;
(fifteen) weddings, funerals and celebrations are civilized and frugal;
(sixteen) to take a healthy, civilized and environmentally friendly way of travel;
(seventeen) integrity management and civilized service;
(eighteen) garbage classification, parking standards, toilet civilization and order;
(nineteen) scientific and standardized management of the construction site, to avoid affecting the normal production and life of others. Article 9 The following uncivilized behaviors that affect the public environment are prohibited:
(1) Smoking in places where smoking is prohibited;
(two) spitting, urinating, throwing cigarette butts, plastic bags, scraps of paper and other wastes;
(3) posting or hanging promotional materials on buildings, structures, trees or other facilities without authorization, or portraying or scribbling at will;
(four) damage to lawns, hedges, flowers, trees and other public green spaces and greening facilities;
(five) damage to road manhole covers, lighting, environmental sanitation facilities, trampling, smearing, damage to bus shelters, loungers, fitness equipment and other public facilities;
(six) transportation of garbage and other bulk materials, without covering, sealing, spraying, enclosure and other measures, resulting in spillage and leakage;
(seven) to carry out entertainment, fitness, business, publicity and other activities in public places, and the noise generated by the use of audio equipment exceeds the prescribed emission standards;
(eight) raising poultry and livestock in violation of regulations;
(nine) other acts that affect the public environment prohibited by laws and regulations. Article 10 The following uncivilized behaviors that affect the ecological environment are prohibited:
(1) Dumping, scattering garbage and discharging sewage into rivers, reservoirs, lakes, geothermal water and other water bodies and water source areas in violation of regulations;
(two) engaged in tourism, swimming, fishing or other activities that may pollute drinking water bodies in the first-class protected areas of drinking water sources;
(3) Burning leaves, firewood, garbage or other wastes in open places and garbage collection containers in violation of regulations;
(4) Setting off fireworks and firecrackers in violation of regulations;
(five) other acts that affect the ecological environment prohibited by laws and regulations.
