1. 1. Click Start-Run, enter gpedit.msc, and then press Enter to open the Group Policy Object Editor.

2. Expand Computer Configuration-Management Template-Network-QoS Packet Scheduler, double-click Restrict Reserved Bandwidth in the setting column on the right, set Restrict Reserved Bandwidth to Enabled in the setting tab of the opened properties dialog box, and then set the bandwidth value of 20 to 0 in the bandwidth limitation (%) column expanded below.

2. Clean up the unused software, slim down the system, and then try to clean up the garbage.

Disconnect the network and reconnect to view.

If you can't, there is nothing you can do.
