Contents, standards and methods of substation project acceptance

This method is compiled according to the Code for Construction of Railway Electric Traction Power Supply and the Acceptance Standard for Construction Quality of Railway Electric Traction Power Supply Project, and the preparatory groups make appropriate modifications according to the equipment conditions of each blood vessel section. The principle of change is to make each inspector familiar with the contents and standards he wants to accept and master the basic acceptance methods. The following are the acceptance contents, standards and methods:

I. Foundation

1, concrete mixture ratio

Content and standard: Check the concrete mixture ratio, which should meet the strength grade specified in the design.

Inspection method: refer to the mixture ratio test report of the construction unit.

2, the center position and top elevation

Contents and standards: The layout position of foundation engineering and its top elevation shall meet the design requirements and the provisions in the table below.

Inspection method: use theodolite and level to check the center position and top elevation of vertical and horizontal axes of foundation. Should confirm with the construction unit * * * measurement level, should be consistent with the building elevation. The measuring instruments used for fixed measurement should have the measurement verification certificate within the validity period, and the length measurement must be measured with a steel ruler.

3, the main equipment foundation test block

Contents and standards: each transformer and circuit breaker shall take one set of test blocks, and other equipment and structural support foundations shall take at least one set of concrete test blocks every working day. The test strength should meet the design requirements.

Inspection method: refer to the test report of the test block.

4, embedded bolts

Content and standard: The diameter, exposed length and center distance of embedded bolts should meet the design requirements, the bolts should be buried vertically, and the threads should be intact without corrosion.

5. Basic shape

Contents and standards: The foundation surface shall be smooth, smooth and complete with edges and corners, and there shall be no defects such as exposed bars and mortar. The exposed foundation above the ground shall not be externally decorated. The overall dimensions of foundation shall meet the design requirements, and the allowable deviation shall not exceed+20 ~ 0 mm. ..

Inspection method: Use steel tape to measure the overall dimensions of foundation. Other items should be visually inspected by inspectors.

Second, the framework.

1, concrete part of structural support

Contents and standards: Ordinary reinforced concrete poles of frames and supports shall not have longitudinal cracks, and the width of transverse cracks shall not be greater than 0.1mm; ; Prestressed reinforced concrete poles shall not have longitudinal and transverse cracks. The pole shall be free of defects such as concrete falling off and exposed steel bars, and the bending degree shall not be greater than 1‰. After loading, the transverse crack width is less than 0.2 mm, the length is not more than 1/3 circumference, and the longitudinal crack width is less than 0.2 mm.

Inspection method: visual inspection and steel rule measurement.

2, steel ring

Contents and standards: There shall be no cracks, slag inclusions and air holes in the welding seam of concrete poles connected by steel rings, and the undercut depth: when the thickness of steel rings is less than or equal to 10mm, it shall not be greater than 0.5mm;; When the thickness of the steel ring is greater than 1 0mm, it shall not be greater than1mm. It is forbidden to fill the weld with covered electrode or other metals. The top ends of the rods that make up the frame should be blocked; The steel ring or flange at the joint of the rod segment should be treated with anti-corrosion. 3, steel bar and its metal fittings, connecting bolts

Contents and standards: The structural shapes and technical specifications of steel poles and fittings should meet the design requirements, and the bending degree of long structural members such as towers and beams should not be greater than 1‰. Smooth surface, complete galvanized layer and no corrosion. The screw and nut are closely matched and the locking device is complete.

Inspection method: by visual inspection and measurement with steel tape.

4. Quality of portal frame and H-frame after assembly

Contents and standards:

(1) The pole position deviation of structures and supports located on the central line of unified installation is less than 20mm.

(2) The inclination of the incoming line and the terminal frame of the stringing shall not be greater than 10‰, and shall not be inclined to the stress direction.

(3) The uprights of intermediate structures and equipment supports are vertical to the ground, and the inclination should not be greater than 3‰.

(4) Beams, ladders, limiting frames and equipment supports shall be installed firmly with complete fasteners.

Inspection method: use line drop to observe and inspect with vertical line method or theodolite.

5. Quality of herringbone frame after assembly

Contents and standards:

(1) The divergence angle and root opening size of the A-frame pole shall comply with the design regulations. The length difference of each herringbone pole should not be greater than 5mm, and the height difference of the same group of herringbone poles should not be greater than10 mm.

(2) After the herringbone frame is assembled, the bisector of its divergence angle should vertically bisect the connecting line between the two foundation centers.

Inspection method: use line drop to observe and inspect with vertical line method or theodolite.

6, structure, metal structure installed on the bracket.

Contents and standards: The metal structural parts (beams, ladders, ground frames, equipment supports and brackets) installed on structures and supports are straight and without deformation, and the anticorrosive coating is intact; The specifications and quantity of all kinds of fasteners meet the design requirements, and the exposed length of threads is 2 ~ 5 buttons, and the length should be uniform; The grounding of metal structural parts is now firmly and reliably connected and arranged in the same way.

Inspection method: observation and inspection.

Three. Blocks and fences

1, blocking and fencing door leaf

Content and standard: The door leaf should be opened and closed flexibly, and the locking device to prevent it from straying into the live section should be installed firmly and locked correctly and reliably.

Inspection method: observation and actual opening and closing inspection.

2, the distance between the shelter and charged body

Contents and standards: The distance between the shelter or fence and the charged body shall meet the design requirements. If there is no design requirement, the minimum safe clear distance between indoor and outdoor power distribution devices shall be met.

The minimum distance that must be kept between phases of electrical equipment and between live part and grounding part.

3. Grounding

Content and standard: the grounding connection is reliable, and all openable doors and the whole structure are reliably connected with soft copper stranded wires. It is forbidden to connect the grounding wire of the shelter or fence with the grounding body of the secondary circuit.

Inspection method: observation and actual operation inspection.

4. Column

Contents and standards: Burying should be vertical and firm, with consistent height, columns on the same straight line should be in the same plane, and the assembly method with similar spacing should be the same; The top of the outdoor column should be blocked.

Inspection method: Observe and measure with level and steel tape.

5. Grid structure

Content and standard: The steel plate or steel mesh should be flat, and the welding between the plate mesh and the frame should be firm, without exposed sharp corners and burrs. When the grille and the frame are connected by bolts, the specifications and quantity of bolts meet the design requirements.

Inspection method: observation and inspection.

6. Welding of the whole structure

Contents and standards: The welding shall be firm and reliable, and the anticorrosive coating on the metal surface shall be intact.

Inspection method: observation and inspection.

Four, lightning arrester

1, specifications and models

Content and standard: It shall comply with the design regulations. The appearance inspection of lightning arrester porcelain shall be free of cracks and damage, the porcelain shall be firmly combined with iron, the flange connection surface shall be perpendicular to the axis of lightning arrester porcelain, and the assembly sequence number of each lightning arrester shall be accurate and obvious, which shall be consistent with the product manual. The base of lightning arrester has good insulation, and the insulation resistance should meet the technical requirements of the product.

Inspection method: check the quality certificate and make a visual inspection.

2, lightning arrester insulation inspection

Content and standard: the insulation test of lightning arrester is qualified, and there is no obvious change from the factory test report.

Inspection method: measure with a megger.

3. Equipment status after installation

Content and standard: the installation should be vertical and fixed firmly; The equalizing ring should be horizontal, and the discharge counter should be well sealed and reliable. The gas injection hole of zinc oxide arrester should not face the electrical equipment. The center lines of three-phase arresters installed in parallel should be located in the same vertical plane; The nameplate and the discharge counter should be located on the same side for easy observation.

Inspection method: check whether it is vertical with a wire pendant. And check other items through observation.

4, internode connection inspection

Contents and standards: The internode contact is tight and sealed, and the installation positions of equalizing ring and discharge counter meet the requirements; The grounding connection is reliable and the anticorrosive coating is intact.

Inspection method: through observation and inspection.

5. Bus downlead

Content and standard: The down lead is connected with the lightning arrester firmly and reliably, and the lightning arrester should not be subjected to any stress except the bus weight.

Inspection method: through observation and inspection.

Five, lightning rod

1, specifications and models

Content and standard: It shall comply with the design regulations. The connection mode between nodes of products should meet the requirements of the order contract. The specifications of connecting flanges or connecting round steel between lightning rods shall comply with the design or order contract, and the diameter and number of connecting holes on the flanges shall comply with the provisions of relevant standards.

Inspection method: check the quality certificate and make a visual inspection.

2. State after installation

Content and standard: The installation shall be vertical and firm, and the inclination shall not be greater than 3‰.

Inspection method: check whether it is vertical with a wire pendant. And check other items through observation.

3, independent lightning rod grounding mode

Contents and standards: The grounding mode meets the design requirements.

Inspection method: sampling inspection is adopted for grounding.

4, internode connection

Content and standard: the connection between profiles should be firm. When spot welding is used, there shall be no cracks, air holes, false welding and other defects in the weld. There shall be no less than two steel bars between sections, and the diameter of the steel bar shall not be less than the diameter of the main reinforcement of the lightning rod in the next section. When bolt connection is adopted, the fasteners shall be complete and firm, and jumper steel bars shall be welded between joints.

Inspection method: observation inspection.

Six, grounding device

The acceptance personnel of the following inspection items can check and confirm with the construction unit during the grounding device construction. There is no need for a separate spot check. After the construction is completed, the inspection shall be carried out according to the following items.

1, grounding electrode specification

Content and standard: the length and specification of grounding electrode should meet the design requirements, and the grounding electrode used in hard soil zone should be welded with reinforced angle steel. When the grounding body adopts anti-corrosion design, the anti-corrosion type of the material and the thickness of the anti-corrosion layer should meet the design requirements.

Inspection method: Observe and measure with vernier caliper and steel tape measure.

2, grounding resistance (including independent lightning rod)

Contents and standards: The grounding resistance meets the design requirements.

Inspection method: measure with grounding resistance tester. The main grounding grid selects two points for measurement. Take its average value as the inspection basis. Each independent lightning rod is measured separately.

3. Buried depth of grounding body

Content and standard: meet the design requirements. Unless otherwise specified, the buried depth of the top surface should not be less than 0.6m, and the pavement should not be less than1m..

Inspection method: Take 2 samples from each substation and measure the buried depth of grounding body with a level. The buried depth shall be subject to the ground elevation of the sampling site.

4. Safe distance between grounding device of independent lightning rod and other equipment

Contents and standards: The distance from the ground to the grounding grid should not be less than 3m, and the distance from the entrance and exit of roads or buildings should be more than 5m. If the requirements cannot be met, pressure equalization measures should be taken or asphalt pavement should be laid.

The connection point between lightning rod and grounding grid shall be no less than 15m from the connection point between transformer or 35KV and below equipment and grounding grid.

Inspection method: measure the above distance with a steel tape measure for inspection.

5 lightning rod and lighting cable or conductor metal protective tube equipped with lightning rod and lightning wire.

Contents and standards: The protection pipe is protected by metal protection pipe buried directly underground, and the cable protection pipe is grounded, and the buried length is not less than 10m.

Inspection method: measure and inspect with steel tape measure.

6. Connection mode of grounding body

Content and standard: the connection adopts spot welding lap, and the lap length: the flat steel is twice its width (at least three sides are welded); Round steel is 6 times its diameter (welded on both sides). When the flat steel is connected with the steel pipe or angle steel, in addition to welding on both sides of the flat steel, the flat steel body should be bent into an arc or a right angle (or welded with the L-shaped flat steel) and welded with the steel pipe or angle steel as a whole. All welds shall be firm, and there shall be no false welding or virtual welding.

Inspection method: Inspectors can use steel tape to measure and inspect two places in each inspection, together with the buried depth of grounding body.

7. Grounding trunk connection

Contents and standards: The grounding trunk line should be connected to the grounding grid at least at two different points, and the working grounding and protective grounding of each equipment should be reliably connected to the grounding trunk line or a separate grounding grid. It is forbidden to connect several components in series. The exposed and buried parts of all equipment grounding wires shall be treated with anti-corrosion.

Inspection method: Spot check one place and observe and inspect it.

8. Laying of grounding bus in cable trench

Content and standard: The laying method of grounding bus and the connection of grounding network should meet the design requirements. It is forbidden to connect the grounding wire of 25KV electrical equipment or devices to the grounding bus in the cable trench.

Inspection method: observation inspection.

9. Grounding sign

Contents and standards: obvious grounding signs or symbols should be set at the exit of the grounding wire leading to the building; All places where grounding wires need to be hung should have grounding bolts or grounding plates.

Inspection method: observation inspection.

10, the metal part of electrical equipment should be grounded or connected to zero.

(1) Metal bases or housings of transformers, motors, electrical appliances, portable and mobile appliances, etc.

(2) the transmission device of electrical equipment;

(3) Metal or reinforced concrete frame of indoor and outdoor power distribution devices; Metal barriers and doors near live parts;

(4) metal frames and bases of power distribution, control and protection screens (cabinets and boxes) and operation consoles;

(5) Junction boxes of AC and DC power cables, metal shells of terminal heads and metal sheaths of cables, accessible cable metal protective tubes, screw pipe and armored control cable sheaths;

(6) cable bracket;

(7) Secondary winding of transformer;

(eight) electric equipment installed on the distribution pole;

(9) Shell of busbar and other exposed metal parts.

1 1, the part that cannot be grounded or connected to zero.

(1) Enclosures of electrical measuring instrument relays and other low-voltage appliances installed on distribution boards, control panels and power distribution devices, and metal bases of insulators that will not cause dangerous voltage on supports when insulation is damaged;

(2) The equipment installed on the grounded metal frame shall ensure that the equipment base is in good contact with the metal frame;

(3) Metal supports in storage battery rooms with rated voltage of 220 volts and below;

(4) Motor and electrical appliance housings with reliable electrical contact with grounding base;

Seven, return line

1, return cable specification

Contents and standards: The loop cables laid overhead or buried in the hospital should be unarmored cables.

Inspection method: By observing and consulting product inspection records.

2. Relationship

Contents and standards: The connection between return line or return cable and transformer grounding phase, choke transformer terminal and grounding protection discharge device and N line shall meet the design requirements or national standards, and the connection shall be firm and reliable.

Inspection method: through observation and inspection. Check the fastening with a torque wrench.

3. Return the cable protection tube

Content and standard: Non-magnetic protective tube and non-magnetic fixture should be used for fixing.

Inspection method: through observation and inspection.

4, when using the substation railway bifurcation as a return line, should be checked.

Contents and standards: The return flat steel of the rail led out from the junction box shall be connected with two rails respectively, and the welding length shall not be less than twice the width of the flat steel; As the track of the return channel, all joints of the track gap shall be connected by flat steel jumpers and welded firmly. At the junction of the station line, the two bifurcated rails should be connected with the traction rail of the station line and insulated from the signal rail. The return line is made of flat steel, and the buried and exposed parts should be coated with antirust paint.

Inspection method: observation inspection.

Eight, oil-immersed transformer, oil-immersed reactor

1, models and specifications of oil-immersed transformers and reactors.

Contents and standards: The model and specifications shall meet the design requirements, and all kinds of certification materials shall be complete. The oil level is normal and the phase color sign is correct.

Inspection method: observation inspection.

2. Physical examination

Content and standard: the paint layer of the car body is complete and free from rust, and the number of accessories and accessories is complete and consistent with the packing list; Oil-filled transportation parts do not leak oil; The surface of high and low pressure cylinder porcelain sleeve is smooth and crack-free; The combination of porcelain and iron is firm without corrosion, and the oil-filled casing does not leak oil. After the high-voltage bushing is connected to the bus, the top structure is not loose. The absorbent in the dehumidifier and oil purifier is dry and the pipeline is smooth.

Inspection method: observation inspection.

3, insulating oil inspection

Content and standard: oversampling simplified analysis and compressive strength test of oil. Before use, the purchased insulating oil should be mixed with the body insulating oil.

Inspection method: refer to relevant test reports.

4. Other physical tests.

Contents and standards: insulation resistance, AC withstand voltage, tangent value of dielectric loss angle of impure porcelain bushing and capacitance value of high and low voltage bushing meet the product design requirements after testing. Insulation resistance and AC withstand voltage test of gas relay and oil flow verification; Measurement range and accuracy test of signal thermometer. Other test items also meet the requirements of product use.

Inspection method: refer to the test report.

5, transformer, reactor hanging core (cover) inspection.

Contents and standards: The inspection shall be normal. And meet the following requirements:

(1) The insulation between iron core bolt and iron core, iron yoke and clamp is good, and the iron core has no multipoint grounding phenomenon;

(2) The winding insulation layer is intact, without damage or displacement, and the insulation between interphase and high and low voltage windings is good; The oil circuit is unblocked without sundries, and the nails are fastened.

(3) The voltage regulating switch device acts correctly, the tap and the action indicator are in the same position, and the contact part of the switch device conforms to the product technical regulations.

(4) Tighten all bolts of the machine body and lock nuts.

Inspection method: check with 2500 V and 5000 V megohmmeters. Check the switchgear with a feeler gauge of 0.05mm *10mm. The remaining items are inspected by observation. This project needs to be completed together with the construction unit and equipment manufacturer.

6. State of transformer after installation

Contents and standards: after installation, the oil level indicator is normal, the body, accessories and valves should not leak oil, all valves can be opened and closed flexibly, and the position indicator is correct; The cooling device and temperature measuring device are accurate and reliable.

Inspection method: operation and observation inspection.

7. Installation status of gas relay

Contents and standards: The top covers of transformers and reactors equipped with gas relays shall have an ascending slope of 1% ~ 1.5% along the direction of relay airflow, unless otherwise specified by the manufacturer. Installation direction is correct.

Inspection method: through observation and level measurement.

8. Flange

Contents and standards: All flange joints are well sealed, the joint surface is smooth and clean, and there is no oil leakage; The compression of sealing rubber gasket should not exceed 1/3 of its thickness.

Inspection method: observation and inspection.

9. Cooling fan

Content and standard: firm installation, flexible and reliable rotation, no vibration and overheating in operation.

Inspection method: Conduct transmission inspection.

10, diaphragm oil storage tank

Content and standard: the capsule in the oil tank is installed in the right position and the connection surface is well sealed; The capsule is intact and breathing smoothly.

Inspection method: check and confirm with the construction unit.

Nine, transformer

1, visual inspection

Contents and standards: specifications, models and installation positions shall meet the design requirements, and the product nameplate shall be complete.

Inspection method: refer to the design drawings, specifications and quality certificates of transformer random equipment.

2. Instrument inspection;

Contents and standards:

(1) Measure the insulation resistance between primary winding and secondary winding and shell, and between secondary winding and shell, and there should be no obvious difference compared with the field test value.

(Tangent value tanδ of dielectric loss angle of primary winding and bushing of 35KV and above transformer shall not exceed the national standard "Electrical Equipment Handover Test Standard for Electrical Equipment Installation Project".

(3) Check whether the transformation ratio of the transformer, the wiring group of the three-phase transformer and the model of the single-phase transformer meet the design requirements, and are consistent with the marks on the nameplate and the symbols on the shell.

(4) Partial discharge test shall be conducted for fixed insulation transformers of 4)35KV and above.

Inspection method: (1) The inspector shall measure before installation. Other items can be checked and confirmed by the tester.

3. Rewound winding

Contents and standards: The transformer ratio and polarity direction should meet the design requirements, and its standby secondary winding should be reliably grounded (N-terminal of standby secondary winding of voltage transformer is grounded, and standby secondary winding of current transformer is grounded after short circuit).

Inspection method: confirmed by observation and inspection.

4. Insulating oil

Content and standard: The compressive strength test of insulating oil should meet the technical requirements of the product.

Inspection method: refer to insulating oil test report, product manual and factory test certificate.

5. Device

Content and standard: the installation is firm and the base is horizontal; When installed side by side, they should be arranged neatly and the distance between phases should comply with the regulations. The grounding with the bracket is reliable, the position where the baseline is connected with the equipment meets the technical requirements of the product, and the standards are unified when installed in parallel.

Inspection method: confirmed by observation and inspection.

Ten, circuit breaker:

1, specifications and models

Contents and standards: Specifications, models and technical standards shall meet the design requirements.

Inspection method: check the actual equipment and compare it with drawings and design documents.

2. Installation status

Content and standard: The installation of circuit breaker and operating mechanism should be vertical and firm, and the phase-to-phase distance should meet the technical requirements of the product. The installation position should meet the design requirements.

Inspection method: inspection method combining observation with leveling.

3, travel, conductive circuit inspection

Contents and standards: The stroke and overtravel of the conductive rod of the circuit breaker, the synchronism of phase-to-phase or phase-to-phase contact, and the resistance value of each phase conductive loop shall meet the technical requirements of the product.

Inspection method: refer to the inspection records of the construction unit.

4. Connecting parts:

Contents and standards: All connecting parts of circuit breaker and its transmission device are connected reliably, the locking nut is tightened, the locking plate is locked, and the cotter pin is put on hold.

Inspection method: Visually observe and tighten the joint and nut with wrench.

5. Transmission test:

Content and standard: the circuit breaker transmission test is normal, the auxiliary switch and electric locking device are accurate and reliable, and all transmission parts are free from jamming. The opening and closing instructions are consistent with the actual position.

Inspection method: Check the site and the control room twice respectively.

6. Action parameters:

Contents and standards: The operating parameters of circuit breakers should meet the technical requirements of products.

Inspection method: refer to the inspection report of the construction unit.

7. Air pressure

Content and standard: The pressure of SF6 circuit breaker charging gas should meet the technical requirements of the product, and the pressure sensor is accurate and reliable.

Inspection method: Observe the indication of the pressure gauge and compare it with the product manual.

8. Insulation oil

Content and standard: the oil level, label and compressive strength of insulating oil should meet the product design requirements. The oil-filled part is well sealed and there is no oil leakage.

Inspection method: the oil level can be observed through the oil level indicator. See the inspection report of the constructor for the label and compressive strength of insulating oil. Whether there is oil leakage can be observed visually.

9, arc extinguishing element

Content and standard: the arc extinguishing element is intact, and the arc extinguishing element is a circuit breaker with glass shell structure. The shell of arc extinguishing element should be complete and free of bubbles, and the internal hardware should not be oxidized, discolored or fall off.

Inspection method: check and confirm with the installation personnel of the equipment construction unit and equipment manufacturer.

Eleven, the operating mechanism of circuit breaker:

1, mechanical box:

Content and standard: The mechanism box is installed firmly, without inclination and well sealed. The corrosion area of the box body shall not exceed 5% of the total area.

Inspection method: Visual inspection.

2. Connecting parts:

Contents and standards: Good parts, firm connection and flexible and reliable action.

Inspection method: Observe the movement, and check the fastening of parts with wrench and screwdriver.

3, opening and closing test:

Contents and standards: When closing manually, the lifting speed of the operating mechanism should be stable, and the mechanism should be free from sticking. At the end of closing, the locking device of the mechanism should be able to lock reliably to ensure that the circuit breaker and position indicator are in the closed state. When electric closing, the mechanism should not have abnormal sound and jitter. At the end of closing, the closing iron core of electromagnetic operating mechanism should automatically fall back to its original position; Hydraulic and spring operating mechanisms should automatically enter the energy storage program.

Inspection method: check the actual operation and confirm that the operation, sound and mechanism are normal.
