Because, if the other person's status is low, you will find it appropriate to pour you tea. Even if you don't say you should, at least you won't feel that the other person respects you. If the other person's level is similar to or even higher than yours, then he can not give you tea, but if he gives you tea, you will naturally feel that others respect you.
