A few days ago, the Ministry of Education officially issued the "Guide to Learning and Development for Children Aged 3-6", which set clear requirements for the implementation of the guide. This is another important measure for the country to thoroughly implement the outline of education planning and the "National Ten Articles" of preschool education and further promote the scientific development of preschool education. Today, we invite a team of experts, mainly the development team of the Guide, to hold a national training course of the Guide here. The purpose is to train a professional team for all provinces (autonomous regions and municipalities), organize and plan the training of the Guide in this region, and guide and promote the step-by-step implementation of the training of the Guide. On behalf of the Second Division of Basic Education of the Ministry of Education, I would like to take this opportunity to express my heartfelt thanks to all the experts who have worked hard and made outstanding contributions to the research and formulation of the Guide in recent years, to UNICEF for its long-term strong support for the preschool education in China, and to the preschool education management cadres, teaching and research personnel, principals and teachers in various provinces (autonomous regions and municipalities) for their fruitful work in promoting the reform and development of preschool education. Below, I will put forward three suggestions on the implementation of the Guide after its issuance, for comrades' reference in their work.
First, seize new opportunities and take the implementation of the Guide as an opportunity to promote the scientific development of preschool education.
At present, preschool education is facing unprecedented opportunities for development. The Outline of Education Planning takes accelerating the development of preschool education as an important measure to implement the strategy of giving priority to the development of education, and establishes the strategic goal of basically popularizing preschool education by 2020. The State Council issued "Several Opinions on the Current Development of Preschool Education", determined the basic direction of adhering to public welfare and building a public service system for preschool education, and introduced a series of major measures to accelerate the development of preschool education. During the "Twelfth Five-Year Plan" period, the central government allocated 50 billion yuan to support the development of rural preschool education in the central and western regions and difficult areas in the east. All localities have implemented a three-year action plan for preschool education at the county level to comprehensively promote the reform and development of preschool education. In just two years, the reform and development of preschool education has made unprecedented historical achievements. In the three years before school, the gross enrollment rate has increased by 1 1 percentage point, the inclusive resources in various places have increased rapidly, the financial investment has increased substantially, the construction of kindergarten teachers has been continuously strengthened, and the problem of "difficulty in entering the park" has been gradually alleviated nationwide. A series of important decisions made by the Central Committee and the State Council on the development of preschool education have responded to the people's earnest expectations and become a new bright spot in promoting social equity and promoting the development of educational science.
In the new historical stage of the leap-forward development of preschool education, an arduous historical task is before us: we must put strengthening science education on the important agenda and put it in an important position to accelerate development. Because preschool education without quality assurance is difficult to undertake the public service of preschool education, it is even more difficult to undertake the important historical mission of laying the foundation for the lifelong development of hundreds of millions of children and the comprehensive strength of the future country. Therefore, the implementation of the Guide is of great significance for promoting the scientific development of preschool education and promoting the popularization of preschool education with high quality.
1. Implementing the Guide is an important measure to strengthen science education and promote the scientific and standardized management of preschool education. Since the reform and opening up, China's preschool education has made great progress, the opportunities for school-age children to enter the park have been expanding, and the quality of kindergarten education has been gradually improved. The Ministry of Education has successively promulgated a series of important rules and regulations, such as Regulations on Kindergarten Work and Guidelines for Kindergarten Education (Trial), which have played an important role in effectively changing kindergarten teachers' educational concepts, standardizing and guiding kindergarten conservation education. Facing the historical responsibility of education reform and development in the second decade of the new century, the Central the State Council has promulgated the outline of education planning, which clearly puts forward that improving quality should be the core task of education reform and development in the future, and establishing a management system and working mechanism oriented to improving education quality, which is the overall direction and requirement for guiding education management and system construction at all levels in the future. It is in this new situation that the Guide came into being, providing more specific and operational basis and guidance for teachers and parents to understand the level and characteristics of children's physical and mental development. The publication of the Guide marks the further improvement and perfection of China's preschool education management system, which is bound to promote the scientific and standardized preschool education management in China and has important historical significance for promoting the scientific development of preschool education.
2. Implementing the Guide is an urgent task to improve the professional quality and practical ability of kindergarten teachers and comprehensively improve the quality of preschool education. The Guide comprehensively and systematically defines the reasonable development expectations and goals of children aged 3-6 in various fields of learning and development, and at the same time puts forward concrete and operable suggestions on specific ways and means to achieve these goals. Coupled with the influence of exam-oriented education and the misleading of various commercial propaganda, the problem of information asymmetry in society is becoming more and more prominent. Many parents sacrifice their children's happy childhood and blindly pursue "learning in advance" and "advanced education", which not only hurts their children at the starting line, but also seriously interferes with the running direction of kindergartens and the normal education and teaching order. The publication of the Guide provides authoritative reference and guidance for parents' scientific parenting, which is of great practical significance for effectively changing parents' educational concepts, improving parents' scientific parenting ability and creating a good social environment conducive to the healthy growth of children.
In recent years, many developed countries have issued early childhood learning and development guides. The OECD's evaluation of pre-school education policies in developed countries shows that the study and formulation of pre-school children's learning and development guidelines by the government and education authorities has played an important role in effectively changing public education concepts, guiding teachers and parents and improving the quality of pre-school education institutions. In this sense, the publication of the Guide marks the change of government management concept and the innovation of preschool education management function, which is another important milestone in the history of preschool education reform in the new period and new stage after the "National Ten Articles" of preschool education.
Second, highlight key points, grasp key links, and implement work guidelines.
Implementing the Guide is a long-term task for education departments at all levels and kindergartens at all levels at present and in the future. It involves many levels and covers all parts of urban and rural areas, and needs the support and cooperation of all parties. We should focus on several key links.
1. Organize all staff training step by step to ensure the training quality. Step-by-step training is an important link to ensure that every preschool education professional can learn and understand the educational concept, connotation and basic requirements of the Guide in time and accurately. Education administrative departments at all levels should incorporate the training of the Guide into the important content of preschool education management in the near future and in the future, make a good plan and organize it carefully. In the process of soliciting opinions from the public in the Guide, the majority of parents expressed great concern about the phenomenon of prohibiting school choice and the influence of the primary school entrance examination on the "primary school" of preschool education, and asked the education administrative departments at all levels to make great efforts and intensify rectification. First, we must accelerate the balanced development of compulsory education, rationally allocate educational resources, and fundamentally solve the problem of choosing schools. Second, we must strictly implement the enrollment policy of compulsory education, adhere to the system of free admission to the nearest school according to law, resolutely ban various forms of selective examinations around primary school enrollment, and eradicate the soil of "primary school" of preschool education. Third, actively promote the two-way connection between kindergartens and primary schools. Kindergartens should scientifically and reasonably help children prepare for school, focusing on the preparation of learning adaptability such as language expression and initial logical thinking, as well as the preparation of social adaptability such as initiative, rule awareness and ability to abide by rules, task awareness and ability to perform tasks, so as to lay a good quality foundation for children's lifelong learning and resolutely rectify the educational content and environment of "primary school" kindergartens. It is an important task to promote the scientific development of preschool education at present and in the future to strengthen the construction of kindergarten teachers and promote the all-round promotion and professional development of kindergarten teachers. First, attach importance to pre-service training, integrate the Guide system into the curriculum teaching material system of kindergarten teacher education, and reform education and teaching according to the concept, principles and requirements of the Guide. Second, we must grasp the entrance barrier, fully incorporate the Guide into the examination and assessment content of kindergarten teacher recruitment, and take the understanding and practical application ability of the Guide as an important indicator for hiring kindergarten teachers.
