With the rapid growth of express delivery scale, the demand for production materials such as packaging materials has greatly increased, and resource consumption and environmental impact have become increasingly prominent. China's express delivery industry produces more than 9 million tons of waste paper and about 6.5438+0.8 million tons of plastic waste every year, and the tape consumed in a year can go around the earth thousands of times, and these figures are still growing rapidly. In order to promote the healthy development of the industry, relevant departments have issued a series of standards and policy opinions to promote the transformation and development of the industry.
Among them, the Opinions on Accelerating the Green Transformation of Express Packaging jointly issued by the National Development and Reform Commission and other eight departments on June 30, 2020 put forward specific development suggestions from the aspects of express packaging laws, regulations and standard system, green management of express packaging, e-commerce and standardized management of express delivery, recyclable express packaging application, and recycling and disposal of express packaging waste, and put forward that domestic express packaging will basically realize green transformation by 2025.
Development Strategy of China Post Green Packaging
In April 2020, the State Post Bureau defined the annual tasks and measures around the green management of express packaging, and proposed to implement the "9792" project, that is, the proportion of "slimming tape" packaging reached 90%, the non-secondary packaging rate of e-commerce express mail reached 70%, the utilization rate of circulating turnover bags reached 90%, and 20,000 postal express outlets with standard packaging waste recycling devices were added.
By the end of August 2020, the proportion of "slimming tape" packaging in postal enterprises reached 94.3%, the rate of no secondary packaging of e-commerce express mail reached 68.5%, the utilization rate of recyclable transit bags reached 87.2%, and 35,000 postal express outlets with standard packaging and recycling boxes were added. It is estimated that four established tasks will be basically completed by the end of 2020.
In addition, domestic e-commerce platforms have also begun to respond to policy calls and promote the implementation of green packaging policies. Cainiao Network and Tmall cooperated with the brand to deliver nearly half of the goods in the fast-moving storage system in the original packaging, develop and use environmental protection consumables such as biomaterial packaging bags and non-adhesive cartons, develop intelligent packing algorithms, and select the best box type to match consumer orders, effectively reducing the use of fillers;
JD.COM has carried out the recycling of consumer's idle cartons in more than 65,438+000 cities, with an average of more than 300,000 cartons recycled every day. Jingdong Logistics has launched a multi-category packaging intelligent packaging system to reduce the use of base paper through various measures such as paperless warehouse operation, electronic paper, recycling packaging bags and green boxes. Suning Logistics added 200,000 * * * express boxes in1/city, opening up the express packaging recycling network for the industry.
At present, the eco-environmental protection work of express packaging industry has also been promoted in an orderly manner throughout the country: Wuxi Bureau of Jiangsu Province started the construction of "green lighthouse" community express packaging recycling points; Hangzhou, Zhejiang Province launched a comprehensive pilot project of industrial eco-environmental protection city in Tonglu to promote industrial eco-environmental protection into the overall pattern of urban environmental protection governance; Fujian Quanzhou Experimental Street Garbage Sorting Station * * * carries out express packaging recycling and exchanges community points or daily necessities. Eliminating excessive packaging and avoiding waste and environmental pollution is becoming the top priority of green management of express packaging.
