Article 2 These Regulations shall apply to scientific and technological innovation and related activities within the administrative area of this Municipality. Article 3 This Municipality adheres to the core position of scientific and technological innovation in the overall situation of modernization, takes scientific and technological self-reliance as the strategic support for development, faces the world's scientific and technological frontier, the main economic battlefield, the country's major needs and people's lives and health, improves the scientific and technological innovation system and the scientific and technological innovation governance system, creates a good innovation ecology, promotes the cultivation of new kinetic energy for development, and promotes the transformation of scientific and technological advantages into development advantages. Article 4 The Science and Technology Innovation Committee shall be established in this Municipality to coordinate major issues in the process of scientific and technological innovation activities, be responsible for organizing the formulation of strategic plans, studying and formulating policies and measures, coordinating and promoting major issues, evaluating and supervising key tasks, and conducting policy performance evaluation. Article 5 The municipal, county (city) district people's governments shall strengthen their leadership over scientific and technological innovation, implement laws, regulations and policies on scientific and technological innovation, incorporate scientific and technological innovation into the national economic and social development plan, establish a coordination mechanism for scientific and technological innovation, incorporate scientific and technological innovation funds into the fiscal budget at the corresponding level, and gradually improve the overall level of investment in scientific and technological innovation funds; The growth rate of financial science and technology funds should be higher than the growth rate of financial recurrent income, and maintain steady growth.

City, county (city) District People's Government shall formulate a special plan for the development of scientific and technological innovation, and formulate an annual scientific and technological innovation plan according to the plan. Sixth city, county (city) district science and technology department is responsible for the macro management, overall coordination, service guarantee and supervision and management of scientific and technological innovation work within their respective administrative areas.

Article 8 The Municipal People's Government shall establish and improve the assessment system for promoting scientific and technological innovation, and regularly assess the achievement of scientific and technological innovation objectives of the county (city) District People's Government and relevant departments. Ninth city, county (city) District People's government should optimize the spatial layout of scientific and technological innovation, gather innovative resources, and promote the construction of Changchun Science and Technology Innovation City. Article 10 The people's governments of cities, counties (cities) and districts shall lay out industrial chains around innovation chain and innovation chain, promote the upgrading of industrial base and modernization of industrial chains, transform and upgrade advantageous industries such as automobiles and equipment manufacturing, develop and expand strategic emerging industries such as biomedicine and aerospace, cultivate and lay out future industries such as life and health, and create innovative industrial clusters.

Encourage and support the application research of agricultural science and technology, spread and popularize agricultural science and technology knowledge, accelerate the transformation and industrialization of agricultural science and technology achievements, promote the progress of agricultural science and technology, and use agricultural science and technology to lead rural revitalization and agricultural and rural modernization.

Strengthen the integration of agriculture and science and technology, promote the implementation of the strategy of "storing grain on the ground and storing grain in technology", strengthen the protection and utilization of black land, give priority to the development of modern seed industry, establish and improve the agricultural science and technology innovation promotion system, and form a long-term mechanism to promote agricultural science and technology innovation. Chapter II Research and Development Article 12 Enterprises, institutions of higher learning, research and development institutions, social organizations and scientific and technological personnel are encouraged to carry out basic research, cutting-edge technology research and social public welfare technology research, and strengthen the research on original innovation and key core technologies. Article 13 The municipal and county (city) people's governments shall support institutions of higher learning to build world-class universities and world-class disciplines, support scientific research institutes to build world-class research and development institutions, optimize the layout of disciplines and research and development, and create a source of scientific and technological innovation with international influence.

Encourage institutions of higher learning and R&D institutions to establish and improve the development mechanism of discipline coordination and multidisciplinary cross-integration, support cross-school and cross-school integration to enhance the dominant and characteristic disciplines, and promote the cooperation between science and education, mutual learning in teaching and research, and the integration of production and education. Fifteenth city, county (city) District People's government should support enterprises, institutions of higher learning, research and development institutions to build scientific and technological innovation bases, scientific and technological infrastructure and new infrastructure.

For scientific and technological innovation platforms such as national laboratories, state key laboratories and provincial laboratories within their respective administrative areas, priority should be given to key project construction plans, and support should be given in terms of land security, supporting facilities, financial funds, talent introduction and achievement transformation to ensure the normal operation of scientific and technological innovation platforms.
