In recent years, the exploration and development of regional mineral resources is in the ascendant, and the rapid development momentum has not diminished. Mining economy plays a prominent role in regional economic and social development, and has made great contributions to increasing regional fiscal revenue and income of farmers and herdsmen. At the same time, there are also problems such as extensive management of mineral resources, unclear geological exploration, unclear resources, low mining concentration, inadequate implementation of the strategy of transforming superior resources, extensive utilization of resources, and destruction of mine geological environment.
With the changes in the current international and domestic situation, especially the impact of the international financial crisis on the domestic and Altay mining economy. In-depth study of regional geological exploration, protection and rational utilization of mineral resources, mining development strategy, accurate judgment of regional mining economic development situation, trends and trends, and analysis of existing problems are concrete manifestations of in-depth study and practice of Scientific Outlook on Development activities. At the same time, strengthening strategic research is of great significance to promote the transformation of research results, provide timely and accurate decision-making basis for prefectural and administrative offices, and realize scientific decision-making.
Therefore, in order to strengthen the study of regional mining development strategy and promote the healthy and sustainable development of mining industry, the following suggestions are put forward:
1. Strengthen leadership and organization. In order to strengthen the research and project development of regional mining development, China Altay prefectural party committee and administrative office set up a regional mining research project coordination group on February 6, 2008. For more than a year, due to personnel changes, it is necessary to adjust the members of this group. It is suggested that the prefectural party committee and administrative office adjust the personnel of the regional mining research project coordination team, give full play to the functions of the coordination team, and provide support for the project research in terms of organization and coordination, data collection and information consultation. After the adjustment of members, the prefectural office and administrative office re-issued a document (Annex I).
2. Make full use of external research forces and integrate regional research resources. Project research makes full use of the research strength of domestic scientific research institutes. In the organizational form, we should adopt the research method of "please come in" or "watch", integrate regional research resources, strengthen field research, solicit opinions extensively, and form weighty research results based on the reality of Altay. See Annex II for the project research work plan.
3. Complete the research work on the legacy project of the former aid cadres in Xinjiang as soon as possible. Comrade Tang Zhengguo, former Deputy Secretary-General of Altay Prefecture Committee, left three projects: Research on the Construction of Mining Special Zones in Altay Region, Evaluation and Research on Economic, Technical and Social Benefits of Resource Development in Altay Resource Replacement Area, and Research on Comprehensive Development, Utilization and Protection Strategy of Land Resources in Altay Region. In addition to the first draft, the second and third projects still have a lot of research work. The person in charge of Tibet aid work of the Ministry of Land and Resources explicitly requested to complete the research work of the continued construction project. Therefore, it is of great significance to organize relevant personnel to complete the project research work as soon as possible: First, successfully complete the tasks assigned by the Ministry of Land and Resources; The second is to lay the foundation for applying for relevant projects of the Ministry of Land and Resources; Third, the research results provide support for the decision-making and policy-making of prefectural party committees, administrative offices and relevant departments. The research progress, existing problems and the use of funds of the three projects are shown in Annex III.
4. Strengthen the support of the Ministry of Land and Resources for project declaration. 20 10 project declaration will be started in the second half of the year, and the preliminary work of project declaration should be accelerated. According to the needs of regional mining economic development strategy research and "two resources, two markets" research, the preliminary work of project declaration should be accelerated, and it is suggested that prefectural party committees and administrative offices increase their support for project declaration in terms of personnel and funds.
5. Pay attention to the transformation of results. Based on the project research, the countermeasures and suggestions on geological exploration, development and utilization, deep processing of mining industry formed in the research process will be submitted to the prefectural party committee and administrative office in a timely manner in the form of briefing for the relevant departments and leaders to make reference decisions.
6. Reasonable use of project research funds according to law. By the end of 2008, the actual funds of the three projects were 460,000 yuan, and the actual expenditure was about 60,000 yuan. The remaining amount is less than 400,000. The project team should make good use of the remaining funds in accordance with the provisions of the state and the autonomous region on the use of project funds and the principle of thrift. The project has passed the acceptance of prefectural party committee, administrative office and relevant departments. If there is a fund balance, the relevant personnel can be given appropriate rewards according to the contribution. If the research funds are insufficient, request the prefectural party committee and administrative office to provide financial support to ensure the successful completion of the regional mining development strategy research project.
