Article 79 Whoever organizes, plans, prepares to carry out or carries out terrorist activities, propagandizes terrorism, incites to carry out terrorist activities, illegally holds articles promoting terrorism, forces others to wear clothes or signs promoting terrorism in public places, organizes, leads or participates in terrorist organizations, and provides assistance to terrorist organizations, terrorists, terrorist activities or terrorist activities training shall be investigated for criminal responsibility according to law.

Article 80 Whoever participates in one of the following activities, if the circumstances are minor and not serious enough to constitute a crime, shall be detained by the public security organ for not less than 10 days but not more than 15 days, and may also be fined not more than 10,000 yuan:

(1) Propagandizing terrorism and extremism or inciting the implementation of terrorism and extremism;

(2) Making, disseminating or illegally possessing articles that promote terrorism and extremism;

(3) Forcing others to wear clothes and signs that promote terrorism and extremism in public places;

(4) Providing information, funds, materials, services, technologies, places and other support, assistance and convenience for propagating terrorism and extremism or carrying out terrorist and extremist activities.
