The negative list of the Pilot Free Trade Zone is divided into 15 categories, 40 items and 95 special management measures according to the industry classification of the national economy, which is 10 items and 27 measures less than the previous edition. Among the 27 reduction measures, the manufacturing industry has 10 measures. There are 9 measures in three industries: information technology services, finance, leasing and business services.

Compared with the previous edition, it has further expanded the opening up of manufacturing fields, including aviation manufacturing, shipbuilding, automobile manufacturing, rail transit equipment manufacturing, communication equipment manufacturing, mineral smelting and calendering processing, and pharmaceutical manufacturing.
