As far as the system reform of self-supporting institutions is concerned, in theory, it will not bring about a wave of layoffs like the system reform of state-owned enterprises. The basis is that most self-supporting institutions, such as people's hospitals, water supply companies, gas companies, heating companies, expressway toll stations, etc., generally have policies or monopolies and are unique. This reform only subtracts these units from the huge series of government institutions and establishment systems, and realizes the slimming of the overall scale of government institutions and establishment. After the reform of these units, other original characteristics will not change except the characteristics of institutions and staffing. Although it is classified as a state-owned enterprise, its market position is hard to shake, and its operation and income are still greatly guaranteed. Therefore, after the reform of these units, not only will there not be a wave of layoffs, but there will be a phenomenon of staff expansion, because they are out of government control. Institutions with differential subsidies should have different disposal methods from self-supporting institutions in the reform. If a public institution whose functions have been weakened or basically disappeared is changed into an enterprise, it obviously lacks the foundation and guarantee of management ability, management ability and development ability. It can be said with certainty that neither the reformed units nor individuals can survive in society. Therefore, this simple form of reform is extremely irresponsible to the reformed unit, the personnel of the reformed unit and the society.
How to reform such a unit? The safe way is to cancel the original unit and take the staff back to the administrative unit, or collectively become civil servants, or collectively participate in public management. Then, make appropriate shunt adjustment.
