"Building a clean and honest government" is an important political task of our party, an important part of the new great project of party building in the new period, and a hot topic of general concern in today's society. However, with the continuous development of social economy, especially under the impact of material desires in today's society, corruption occurs from time to time, which seriously affects the image of the party in the eyes of the people and shakes the foundation of the party. Successive leaders of our party have attached great importance to the construction of a clean government, which undoubtedly played a very important role, but it has not fundamentally solved the problem of "corruption" left over from history. So how to strengthen the party's clean government construction? We believe that we should start with solving the problem of "don't want to rot, don't rot, don't rot, and dare to rot" and strengthen the construction in all aspects, so as to completely put an end to corruption. First, vigorously strengthen the ideological and political education of cadres in party member, strive to create a clean and self-disciplined social environment, and build a fortress of "not wanting to rot". Although there are many objective reasons for corruption, subjectively speaking, the main reason is that corrupt elements have relaxed their transformation of outlook on life and world view, and capitalist ideals and beliefs have faded. Individuals do not have a correct view of power and status, and pursue individualism and hedonism extremely, so they can't stand the temptation of power, status, money and beauty and make mistakes. Therefore, the education of clean government should be a basic work to prevent and control corruption from the source, and the "ideological and moral defense line" is an important link to build anti-corruption and anti-change, and protect integrity. Under the new situation, leading cadres are facing more and newer tests. We must take strengthening education as the main means of building a clean government. By vigorously commending advanced models of diligence and honesty, publicly exposing negative models of violation of law and discipline, we will promote healthy trends and eliminate all evils, and strive to create a social atmosphere against corruption and honesty, so that leading cadres can establish and maintain lofty ideals, exemplary abide by national laws and party discipline, vigorously carry forward the party's fine traditions, improve their ability to distinguish right from wrong and resist bad influences in complex situations, and form a clean and honest government. Second, actively improve the treatment of cadres, effectively increase the "sunshine income" of public officials, and let them establish a sense of "no need to be greedy." There are many forms of corruption, and "bribery" is the most common one. Bribery is actually an exchange of interests. The briber gains benefits by bribing, and the briber uses his power to "provide convenience" for the briber and get some benefits from the briber. This makes us realize that giving corresponding and considerable material treatment to cadres at all levels will reduce corruption to a certain extent, that is, support honesty and increase the criminal cost of corrupt people. Therefore, while intensifying the punishment of corruption, we can consider improving the welfare treatment of cadres and giving leading cadres a certain economic status. For example, we can refer to the practice of giving high pensions to civil servants in Singapore and Hong Kong. If something goes wrong, this pension will be cancelled, and the individual will be "notorious" and will be stained for life, just like "crossing the road and everyone yelling." The research shows that once people have a certain economic foundation or a certain expectation of economic benefits, and illegal profits will cause greater loss of interests, that is, "illegal costs are high and illegal gains are large", they will take the initiative to avoid corruption, thus avoiding their own losses. This is actually an act of resisting illegal interests with legitimate interests, thus achieving greater social interests. This practice of improving the economic interests of leading cadres not only recognizes the contribution of leading cadres to society, but also solves the worries of leading cadres in economic income to a certain extent, thus establishing the consciousness of "no need to be greedy" ideologically. Third, mobilize all social forces to strengthen supervision over the process of leading cadres exercising their rights and create a prerequisite for "non-corruption." "Once power loses supervision, it will become a privilege", which will inevitably lead to power corruption. Therefore, strengthening all kinds of effective supervision is the most critical link to prevent corruption. We should start with how to do everything possible to strengthen the supervision of leading cadres' right to use, so as to ensure that leading cadres make good use of the power entrusted by the people and benefit the people. At present, the urgent task is to deepen the reform of the political system, improve the supervision mechanism and methods, establish a "circular" supervision chain to supervise every link in the use of power, and at the same time pay attention to strengthening the supervision of leading cadres, especially the "top leaders", strengthen the supervision of supervisors themselves, and form an "all-round" supervision system to ensure that leading cadres at all levels use their power impartially and administer according to law. On the basis of giving full play to the functions of the party and government discipline inspection and supervision organs, we should also give full play to the democratic supervision role within the leading group, the supervision role of invited inspectors and voluntary inspectors, the supervision role of the public and the supervision role of public opinion, so that corrupt people can be caught as soon as they reach out. Vigorously improve the effectiveness of the supervision subject, establish the authority of the supervision organ and the relative independence of the power operation through certain authorization, strengthen the sense of responsibility of the supervision subject, and ensure that the supervision is in place. We must not let supervision become a mere formality and become a "decoration for the deaf". By strengthening supervision, we can not only plug the loopholes that may lead to corruption to a certain extent, but also find and eliminate the signs that may lead to corruption in time, and also put an end to the lucky psychology of leading cadres trying to corrupt, so that leading cadres dare not corrupt. Fourth, improve the legal system, strictly manage the party, and never be soft on corrupt elements, so that leaders can firmly establish in their minds that "the people are greater than the rule of law" and "power is greater than the law" is the inevitable result of corruption. Our party and government should first strengthen and improve the legal system, speed up the legislation of clean government and control corruption according to law, which should be the inevitable trend and development direction of China's clean government construction. The urgent task is to improve the laws and regulations of clean government as soon as possible, so that corrupt elements have no legal loopholes to drill. In the process of improving the socialist market economic system, we should pay attention to timely standardizing and institutionalizing the right to use power and cut off the bond of abusing power for personal gain. The implementation of various reform programs must have strong laws and measures to prevent possible corruption. Strengthen the enforcement of laws and regulations and the maintenance of the system according to law, and the law enforcement and supervision departments should strictly enforce the law, so that there are laws to follow, the law enforcement must be strict, and those who violate the law will be prosecuted, and the "16-character" policy will be implemented. At the same time, it is necessary to severely crack down on some people who use their power to interfere with and undermine the investigation and punishment of some corruption cases. Corruption cases and unhealthy practices, regardless of their relationship and background, should be thoroughly investigated. We must resolutely deal with those who interfere with or hinder the investigation, and resolutely put an end to "human cases" and "background cases." Corruption cases should adhere to the principles of openness, fairness, strictness, quickness and severity, just as Chairman Mao handled the Tianjin "Liu Qingshan and Zhang Zishan case". Bringing the construction of a clean government into the legal track can not only show the determination of the party and the state to eliminate corruption, but also safeguard the seriousness of laws and regulations, enhance the confidence of the broad masses in fighting corruption, thus strengthening legal constraints, making corrupt elements have no place to stand, and making leading cadres afraid to challenge the law and "dare not corrupt"
