According to the plan, China is still producing and using some toxic and harmful chemicals that have been banned or restricted by developed countries. These chemicals often have environmental persistence, bioaccumulation, genetic developmental toxicity and endocrine disruption, which cause long-term or potential harm to human health and ecological environment.

There is no official explanation about the formation of "cancer villages", but from the existing reports, it is not difficult to find that the formation of "cancer villages" is mostly closely related to modern industrial pollution. Among them, it is most closely related to the pollution caused by chemical plants, printing and dyeing plants, paper mills, pharmaceutical factories, leather factories, alcohol factories, power plants, lime kilns and other industrial production.

For example, Huaidian section of Shaying River (where shenqiu county is located), 1990, 1994, and 2000 are all inferior to Grade V water quality, and have lost various water functions.
