2. The policy stipulates that for pure electric vehicles and plug-in hybrid vehicles with a wheelbase less than or equal to 2.2 meters, the subsidy standard is determined according to 20% of the bicycle subsidy from the central government;
3. For fuel cell vehicles purchased by units and individuals, the local financial subsidy standard shall be determined according to the ratio of central financial bicycle subsidy 1: 1.
The new energy vehicle refers to an automobile that uses unconventional vehicle fuel as the power source (or conventional vehicle fuel and new vehicle power device), integrates the advanced technology of vehicle power control and driving, and has advanced technical principles, new technologies and new structures.
New energy vehicles include hybrid electric vehicles (HEV), pure electric vehicles (BEV, including solar vehicles), fuel cell electric vehicles (FCEV) and other new energy vehicles (such as super capacitors, flywheels and other high-efficiency energy storage devices). Unconventional vehicle fuels refer to fuels other than gasoline, diesel, natural gas (NG), liquefied petroleum gas (LPG), ethanol gasoline (EG), methanol and dimethyl ether.
Legal basis:
According to Article 4 of the Subsidy Standard for New Energy Vehicles, the central government gives a one-time subsidy to new energy vehicles purchased, registered and used by private individuals in pilot cities, and gives appropriate subsidies to the standardization of infrastructure such as power batteries and charging stations, and arranges certain working funds for catalogue review, inspection and testing.
According to the Notice on Further Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles, in order to create a stable policy environment, the current technical index system framework and the threshold requirements for car purchase subsidies will remain unchanged in 20021year. According to the Notice of the Development and Reform Commission of the Ministry of Industry and Information Technology of the Ministry of Finance on Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2020] No.86), the subsidy standard for new energy vehicles in 20021year is reduced by 20%. In order to promote the electrification of vehicles in public transportation and other fields, the subsidy standard will be reduced by 10% on the basis of 2020 for vehicles that meet the requirements in urban public transportation, road passenger transport, rental (including network car rental), sanitation, urban logistics distribution, postal express delivery, civil aviation airport and official business of party and government organs. In order to speed up the transformation and upgrading of the bus industry, local governments can continue to subsidize the purchase of new energy buses.
