Guiyang promotes national fitness regulations
Article 1 In order to promote the national fitness activities and meet the people's fitness and health needs, these Provisions are formulated in accordance with the provisions of the Sports Law of the People's Republic of China, the National Fitness Regulations and other laws and regulations, combined with the actual situation of this Municipality. Second people's governments at or above the county level shall strengthen the organization and leadership of the national fitness work, and incorporate the national fitness work into the annual comprehensive target performance appraisal of the government at the corresponding level.

The people's governments at or above the county level shall establish a joint meeting system for the national fitness work, which is attended by sports, development and reform, natural resources and planning, education, health, finance, housing and urban construction, urban management, landscaping, public security, civil affairs and other competent departments, and coordinate and handle major issues in the national fitness work. The daily work of the joint meeting shall be the responsibility of the sports authorities. Article 3 The sports administrative department of the Municipal People's Government shall, jointly with the departments of development and reform, natural resources and planning, work out a special plan for national fitness facilities in the city according to the overall planning of land and space, and report it to the Municipal People's Government for approval before promulgation and implementation.

The competent department of natural resources and planning shall, when making detailed plans, incorporate the national fitness facilities as supporting requirements for public facilities into the planning conditions for transferring land plots and the contract for transferring the right to use state-owned land.

The relevant competent departments shall solicit the opinions of the competent sports departments when preparing detailed plans, reviewing the general plan and planning design scheme of construction projects, and verifying the completion plans. The sports administrative department shall give feedback within 2 working days from the date of receiving the materials for soliciting opinions.

The national fitness facilities mentioned in these Provisions refer to buildings, venues and equipment used to carry out national fitness activities, including public sports facilities, school sports facilities, residents' sports facilities, operating sports facilities and institutions, social organizations, enterprises and institutions and other organizations. Article 4 When building, rebuilding and expanding urban roads, parks, squares, river banks and green spaces, and transforming shanty towns, old residential areas and back streets and alleys, public sports facilities shall be built according to the needs of carrying out national fitness activities and relevant standards.

Supporting the construction of public sports facilities should provide convenience for minors, the elderly, the disabled and other groups to participate in sports activities. Fifth new residential areas, in addition to public green space and sports facilities in schools, should be in accordance with the area standard calculated by the following formula to build outdoor fitness venues or indoor fitness venues, and the corresponding configuration and installation of fitness equipment. Outdoor fitness places or indoor fitness places that should be built in a residential area can be calculated separately or mixed.

(1) The land area of outdoor fitness places is ≥ the number of planned households × the average household population is 3.2 × the outdoor land area per capita is 0.3 square meters;

(2) The construction area of the indoor fitness center is ≥ the number of planned households × the average household population is 3.2 × the per capita indoor construction area is 0. 1 m2.

Due to population, development and other factors, national norms, standards or provincial implementation requirements to adjust the standards involved in the preceding paragraph, the adjusted standards shall prevail.

If the existing sports facilities in residential areas are not up to the standards stipulated in this article, the people's government at the county level shall take the form of purchase, replacement and lease, and make use of idle resources such as old factories, warehouses, overhead floors, learning machines and idle facilities to co-ordinate and support the construction of national fitness facilities. Article 6 When planning and supporting the construction of sports facilities, newly-built public schools in this Municipality shall meet the teaching needs and make the sports facilities relatively isolated from the teaching areas in combination with the actual needs of opening to the society. Schools have been built, sports facilities and teaching areas are not relatively isolated, and the education authorities with management authority, together with the sports, natural resources and planning authorities at the same level, confirm that they can be transformed, and measures should be taken to carry out relatively isolated transformation.

Encourage private schools to build or transform sports facilities that are relatively isolated from teaching areas in accordance with the provisions of this article.

The people's governments at or above the county level shall give financial support to schools that open sports facilities to the society and handle relevant liability insurance for them. Seventh national fitness facilities in accordance with the following provisions clear management and maintenance responsibilities:

(a) the financial funds to invest in construction, open to the public, by the government designated sports departments or units responsible for;

(two) within the organs, enterprises, institutions and other organizations, the property owners or their entrusted units shall be responsible;

(three) supporting the construction of residential areas, the implementation of property management, by the property service enterprises; The owners' committee is responsible for the management of the owners' committee;

(four) donated or funded the construction of sports lottery public welfare fund, the unit responsible for the donation or funding;

(five) social forces to invest in the construction, by the owners or management units responsible for.

In accordance with the provisions of the preceding paragraph, it is impossible to determine the subject of management and maintenance responsibility, which shall be determined by the sports department of the people's government at the county level where the national fitness facility is located in conjunction with the township people's government or the subdistrict office. Article 8 The main body responsible for the management and maintenance of national fitness facilities shall comply with the following provisions:

(a) the establishment of national fitness facilities safety management service system;

(two) to ensure that the fitness center (station) has complete functions such as ventilation and lighting, fire safety, emergency evacuation and health services;

(three) the use of facilities that meet the national standards, and regular inspection and maintenance, to ensure the safe and normal use of facilities;

(four) publicity service items, opening hours, charging standards, liability insurance purchase and contact information;

(five) in a prominent position to indicate the use of facilities, precautions and safety warning signs;

(six) facilities open to minors, the elderly and the disabled shall take necessary safety protection measures according to the physiological and psychological characteristics of minors, the elderly and the disabled;

(seven) other provisions of laws and regulations.

If the national fitness facilities need to be temporarily closed due to maintenance and other reasons, the reasons and time of closure shall be publicized at least 7 days in advance, except for emergencies such as sudden major security risks.
