The home care service institutions mentioned in these Regulations include community home care service centers (stations), day care centers, virtual nursing homes and rural happy homes. Article 4 Home care for the aged should be guided by the service demand of home care for the aged, and adhere to the principles of government leading, basic guarantee, social participation, market operation, voluntary choice and convenience nearby. Fifth home care services mainly include the following contents:
(a) Providing family services for the elderly, such as life care, catering and distribution, cleaning, bathing and travel assistance;
(two) to provide medical and health services for the elderly, such as health examination, family beds, medical rehabilitation and nursing;
(three) to provide spiritual comfort services for the elderly, such as caring visits, life companionship, psychological counseling, bad emotional intervention, and hospice care;
(four) to provide safety guidance and emergency rescue services for the elderly;
(five) to provide legal advice and legal aid services for the elderly;
(six) to carry out cultural entertainment, physical fitness, leisure and health activities that are beneficial to the physical and mental health of the elderly. Article 6 Children of the elderly and other persons who have the obligation to support and support according to law shall fulfill their obligations of economic support, life care and spiritual comfort for the elderly. If social services are needed, the families of the elderly should bear the corresponding expenses.
The relevant government departments should incorporate the obligation of support and assistance into the platform of personal integrity. The employing unit shall, in accordance with the relevant provisions, protect the rights of dependents and their relatives to visit relatives and take vacations to take care of the elderly. Seventh people's governments at or above the county level shall perform the following duties in home care services:
(a) the home care service work into the national economic and social development plan and annual plan;
(two) to establish a financial security mechanism that is compatible with the growth of the elderly population and the level of economic and social development, and to include the funds for home-based care services in the financial budget;
(3) Perfecting the social security system related to home-based care services;
(4) Incorporate the land for the construction of home care service facilities into the overall urban and rural land use planning, make overall planning, and set up community care service facilities according to standards;
(five) to formulate subsidy policies for enterprises, social organizations and individuals engaged in home care services;
(6) Formulating norms and standards for home-based aged care services, strengthening market supervision of aged care services and informatization and intelligentization of aged care services;
(seven) to strengthen the overall coordination of home care services, clear the responsibilities of various departments, improve the working mechanism, strengthen supervision and inspection;
(8) Establish an evaluation system for old-age services, evaluate the family economic status, physical condition and demand for old-age services of the elderly, and give subsidies to eligible elderly people with special difficulties such as old age, disability, loss of independence and disability. Article 8 The civil affairs departments of the people's governments at or above the county level shall be responsible for the guidance, standardization, supervision and management of home care services.
Development and reform, education, public security, justice, finance, human resources and social security, taxation, land and resources, housing and urban and rural construction, commerce, industry and commerce, culture, health and family planning, industry and information technology, food and drug supervision, sports and other departments. The people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in home care services. Ninth Township People's governments and sub-district offices are responsible for organizing the implementation of the following home care services:
(a) in accordance with the planning of old-age care services, the construction of home-based old-age care service facilities;
(two) the specific implementation of government services, financial subsidies and other support policies and measures;
(3) Organizing and guiding neighborhood committees, enterprises and institutions, social organizations and individuals to participate in home-based aged care services, and doing a good job in supervision and management;
(four) the implementation of community elderly volunteers registration system, the establishment of elderly volunteer service time saving and incentive mechanism. Tenth neighborhood (village) committees shall assist the people's governments of townships and towns and sub-district offices in purchasing home-based care services; Assist in investigating the health status, family situation and service needs of the elderly in the area; Organize the elderly to carry out cultural, sports and entertainment, social interaction, mutual support for the elderly, voluntary service and other activities. Eleventh people's governments at or above the county level shall arrange a certain proportion of welfare lottery public welfare funds for home care services every year. Twelfth urban pension service facilities should be overall planning and development, in the formulation of the overall urban planning, regulatory detailed planning, we must set up pension service facilities in accordance with the standards.
Newly-built residential areas shall, in accordance with the planning of old-age services, support the construction of old-age service facilities according to the standard of not less than 30 square meters per 100 households, and plan, construct, accept and deliver them synchronously with residential buildings, and the sub-district offices or township and town people's governments shall make overall arrangements for their use. If there are no old-age service facilities in the old community or the existing facilities have not reached the supporting construction index, the local people's government will gradually allocate them through purchase, replacement and lease according to the standard of not less than 20 square meters per 100 households. The old-age service facilities whose ownership and use right belong to the government shall not be changed.
