Urumqi Hemaquan New District is located in Shuimogou District, adjacent to Guanyuan Road, with a planned area of about 29 square kilometers. Hemaquan New District has unique advantages in natural environment. The new area is located in the Shuimo River Basin, with unique ecological resources such as Qingquan Mountain, Hot Spring Mountain and Shirengou Scenic Area. It is based on these ecological resources that Hemaquan New District locates its health function.

Hemaquan area is a new urban area with science and education, culture and health care as its core industries, knowledge innovation and leisure tourism as its characteristic functions, and housing, living and supporting services as its basic functions. Specifically, we should focus on planning and building the new campus of Xinjiang University, and strive to create a modern new area with green wisdom, beautiful environment, livable and suitable for business.

The planned area of Hemaquan New District is about 29 square kilometers, and the planned area of Xinjiang University is 2.48 square kilometers, accounting for nearly one tenth of the total planned area. The importance of Xinjiang University is self-evident. Judging from the published existing plans, the functions of science, education and culture in Hemaquan area are mainly undertaken by Xinjiang University. In addition, Guanyuan Road also gathers many university resources in Xinjiang, such as Xinjiang Normal University, Medical University and Tianshan College. It will gradually develop into a university town in Urumqi in the future.
