(1) Highlight key areas. Encourage and guide returnees to combine their own advantages and specialties, use new ideas, new technologies and new channels to develop agricultural and rural resources, develop advantageous and characteristic industries and prosper the rural economy according to market demand and local resource endowment. Focus on the development of large-scale farming, characteristic agriculture, facility agriculture, under-forest economy, courtyard economy and other agricultural production and operation modes, agricultural products processing industries such as drying, storage, preservation, purification and grading packaging, agricultural materials distribution, farmland restoration and management, pest control, agricultural machinery operation services, agricultural product circulation, agricultural waste treatment, agricultural information consultation and other productive services, leisure agriculture and rural tourism, ethnic tourism, traditional handicrafts and so on.
(2) Enrich entrepreneurial innovation methods. Encourage and guide returnees to establish new agricultural business entities such as family farms, farmers' cooperatives, agricultural enterprises and agricultural socialized service organizations through various forms such as contracting, leasing, shareholding and cooperation in accordance with laws, regulations and policies. By hiring management and technical personnel to form an entrepreneurial team and cooperating with other business entities to form modern enterprises, enterprise groups or industrial alliances, * * * will open up entrepreneurial space. Through the development of rural e-commerce platform, the use of Internet thinking and technology, the implementation of "internet plus" modern agricultural action, to carry out online entrepreneurship. Through the development of cooperative system, joint-stock cooperative system, shareholding system and other forms, we will cultivate entrepreneurial innovation with clear property rights, benefit sharing and flexible mechanism.
(3) Promote the integration of rural industries. Encourage and guide returnees to carry out entrepreneurial innovation according to the modern industrial organization mode of the whole industrial chain and value chain, establish a reasonable and stable interest linkage mechanism, promote the integrated development of rural primary and secondary industries, and let farmers share the value-added benefits of the secondary and tertiary industries. Guided by the combination of agriculture and animal husbandry (agriculture, forestry and fishery) and circular development, we will develop high-quality and efficient green agriculture. Implement the integrated operation of production, processing and marketing, and extend the agricultural industrial chain. Promote the deep integration of agriculture with tourism, education, culture, health care and other industries, and enhance the agricultural value chain. Guide returnees to focus on entrepreneurial innovation in characteristic small towns and industrial parks, and cultivate industrial clusters and industrial integration pilot zones.
