Measures of Hangzhou Municipality on the Administration of Pig Slaughtering
Chapter I General Provisions Article 1 In order to strengthen the management of pig slaughtering, ensure the quality of pig products and protect people's health, these measures are formulated in accordance with the relevant laws and regulations of People's Republic of China (PRC), the Regulations on the Management of Pig Slaughtering in the State Council and the actual situation of this Municipality. Article 2 All units and individuals who slaughter, process, store, transport and sell pigs and pig products within the administrative area of Hangzhou (including counties and cities under the jurisdiction of the city) shall abide by these measures. Article 3 The term "pig products" as mentioned in these Measures refers to unprocessed carcasses, meat, fat, viscera, blood, bones, heads, hooves and skins of pigs after slaughter. Article 4 The state practices a system of fixed-point slaughter, centralized quarantine, unified tax payment and decentralized management of live pigs. Fifth people's governments at all levels should strengthen the leadership and management of pig slaughtering and centralized quarantine.

City, county (city) people's government commodity circulation administrative department in charge of the administrative area of pig slaughtering industry management.

City, county (city) people's government administrative departments of agriculture and animal husbandry in charge of epidemic prevention work within their respective administrative areas. Supervising agencies for animal epidemic prevention at all levels shall supervise pig quarantine and pig epidemic prevention.

The township (town) people's government is responsible for the organization and coordination of pig slaughter in this area.

Industry and commerce, health, price, environmental protection and other relevant departments shall, according to their respective responsibilities, do a good job in the supervision and management of pig slaughtering within their respective jurisdictions. Article 6 The production and business operation units and individuals of live pigs and live pig products shall be responsible for the prevention, control and extermination of live pig diseases in strict accordance with the provisions of relevant laws and regulations, and accept the supervision and inspection of the supervising agencies for animal epidemic prevention. Seventh in violation of these measures, any unit or individual has the right to report and accuse. Chapter II Determination of Designated Slaughterhouse (Field) Article 8 The municipal administrative department of commodity circulation shall, jointly with the departments of agriculture, animal husbandry, planning, health and environmental protection, put forward specific opinions on the designated slaughterhouse (field) for pigs within the urban area of Hangzhou, and organize its implementation after being approved by the Municipal People's Government.

Counties (cities) within the scope of the pig slaughtering plant (field), by the county (city) people's government according to the pig slaughtering plant (field) planning, organization of commodity circulation administrative departments, agriculture and animal husbandry departments and other relevant departments, in accordance with the provisions of the present measures, review and determine. Ninth pig slaughtering plant (field) should gradually implement the scale, industrialization and mechanization of pig slaughter. Article 10 The location of pig slaughtering plant (field) shall be no less than 100 meters away from hospitals, schools, kindergartens, livestock farms, food production and sales outlets, residential areas and other places, and far away from drinking water surface water source protection areas, and shall not hinder and affect the lives of local residents and activities in public places. Eleventh pig slaughtering plant (field), shall meet the following conditions:

(a) there are waiting rooms, slaughter rooms, isolation rooms, emergency slaughter rooms, meat cooling rooms, quarantine inspection rooms, pig slaughtering equipment and special vehicles that are suitable for the slaughter scale and meet the requirements of the state;

(two) there are water sources that meet the standards prescribed by the state, sufficient light and good ventilation conditions;

(three) the discharge of waste water, waste gas, waste and noise must meet the national or local environmental protection standards;

(four) there are facilities for harmless treatment of pigs and pig products;

(five) the necessary inspection equipment, disinfection facilities, disinfection drugs and pollutant treatment facilities;

(six) slaughter technicians who have obtained health certificates and professional training certificates according to law;

(seven) there are full-time or part-time meat quality inspectors who have passed the examination;

(8) Having other epidemic prevention conditions that meet the provisions of the Animal Epidemic Prevention Law and the Food Hygiene Law. Chapter III Management of Slaughtering and Quarantine Article 13 The supervising agency for animal epidemic prevention shall be responsible for the slaughter and quarantine work of the pig slaughtering plant (field). Article 14 No unit or individual may slaughter pigs infected with epidemic disease or with unknown cause of death, or purchase, process or sell pigs infected with epidemic disease or with unknown cause of death and pig products. Fifteenth people engaged in the business of live pigs and live pig products shall hold health certificates issued by the administrative department of health and have the necessary knowledge of animal epidemic prevention. Sixteenth slaughterhouses (fields) must comply with the following provisions on animal epidemic prevention:

(a) the slaughtered pigs must be accompanied by a quarantine certificate issued by the supervising agency for animal epidemic prevention in the place of origin.

(two) strict quarantine of pigs before slaughter, found sick pigs and pigs, must be dealt with in a timely manner in accordance with the relevant provisions.

(three) the slaughtered pig products shall be stored off the ground and shall not contain blood, hair, feces, dirt, harmful glands and pathological tissues.

(four) the pig products that have passed the quarantine inspection must be stamped with the inspection seal by the supervising agency for animal epidemic prevention, and a quarantine certificate shall be issued.

(five) pig products that fail to pass the quarantine and have not been quarantined shall not leave the factory (field); Sick meat must be treated harmlessly under the supervision of animal quarantine officers.
