The municipal education administrative department and colleges and universities have the right to terminate the agreement with those who have interrupted their studies for personal reasons (except for dropping out of school due to illness) or failed to obtain graduation certificates, degree certificates and teacher qualification certificates after the training period expires, and the publicly-funded normal students should return the publicly-funded education funds they have enjoyed.

2. If the publicly-funded normal students fail to teach in rural primary and secondary schools according to the agreement after graduation, they will be refunded free education funds for normal students and pay 50% of the liquidated damages.

3. If the normal students graduated from rural schools at public expense and taught in rural schools for less than 6 years, they will be refunded their public education funds and pay liquidated damages according to their service years. Teachers' graduates at public expense can engage in educational management or exchange between rural schools within the service period stipulated in the agreement.

The municipal administrative department of education is responsible for the performance management of teachers' graduates at public expense within their respective administrative areas, establishing credit files, publishing default records, recording them in personnel files, and managing default refunds and liquidated damages.

On the Termination of Public Student Contract

Normal students at public expense are free of tuition, accommodation and subsidized living expenses during their study in school. The required funds are arranged by the central finance. Normal colleges and universities directly under the Ministry of Education are enrolled in batches in advance, and outstanding high school graduates who love education and are interested in long-term and lifelong teaching are selected.

Public-funded normal students promise to engage in primary and secondary education for more than ten years after graduation. Normal students who work in urban schools at public expense should first teach in rural compulsory education schools for two years. If normal students at public expense fail to engage in primary and secondary education as agreed, they shall refund the free education fees they have enjoyed and pay liquidated damages according to regulations.

The provincial education administrative department is responsible for performance management, and the integrity files of normal students at public expense are established. If the agreement cannot be fulfilled due to special reasons, it shall be reported to the provincial education administrative department for approval. Normal students at public expense generally return to teach in primary and secondary schools in the province where their students are born. Normal students at public expense are generally not allowed to apply for full-time graduate students before graduation and during the service period stipulated in the agreement.
