Guide Chinese medicine industry organizations to improve industry norms, strengthen industry self-discipline, safeguard the legitimate rights and interests of the industry, and play its role in the formulation of Chinese medicine planning, policies and standards. Seventh people's governments at or above the county level and relevant departments shall, in accordance with the relevant provisions of the state and the province, commend and reward organizations and individuals that have made outstanding contributions to the cause of Chinese medicine. Chapter II Chinese Medicine Services Article 8 The people's governments at or above the county level shall incorporate the construction of Chinese medicine medical institutions into the planning for the establishment of medical institutions, scientifically and reasonably set up Chinese medicine hospitals, Chinese medicine specialist hospitals, integrated Chinese and Western medicine hospitals and Chinese medicine outpatient departments, and develop medical institutions with Chinese medicine characteristics and advantages. Promote grassroots medical institutions to incorporate Chinese medicine into family doctor contract services, and gradually establish a Chinese medicine medical service system covering urban and rural areas.
Non-Chinese medical institutions such as general hospitals, maternal and child health hospitals and qualified specialized hospitals organized by the government should set up Chinese medicine departments.
Township hospitals and community health service centers should set up comprehensive service areas of traditional Chinese medicine such as traditional Chinese medicine halls that meet the requirements, and be equipped with traditional Chinese medicine doctors according to regulations. Community health service stations and village clinics shall provide Chinese medicine services. Article 9 Where a Chinese medical institution organized by the government merges, cancels or changes the medical nature of Chinese medicine, it shall solicit the opinions of the competent department of Chinese medicine of the people's government at the next higher level and report to the competent department of Chinese medicine of the provincial people's government for the record. Tenth to encourage social forces to set up Chinese medicine chain medical institutions, and support qualified Chinese medicine professionals and technicians, especially famous old Chinese medicine practitioners, to set up Chinese medicine clinics and clinics. There is no restriction on the layout of Chinese medicine clinics and clinics organized by social forces that only provide Chinese medicine services, and there is no restriction on the planning of medical institutions and regional health development.
Chinese medical institutions run by social forces enjoy the same rights as Chinese medical institutions run by the government in terms of access, practice, rating, service purchase, public health, basic medical insurance, scientific research and teaching, professional title evaluation of medical personnel, and continuing education. Eleventh Chinese medical institutions shall go through the examination and approval procedures in accordance with the provisions of the state and the province on the management of medical institutions.
To hold a clinic of traditional Chinese medicine, the name, address, scope of treatment and staffing of the clinic shall be reported to the competent department of traditional Chinese medicine of the people's government at the county level for the record before practicing activities can be carried out. Chinese medicine clinics shall publicize the scope of diagnosis and treatment, the names of Chinese medicine practitioners and their scope of practice in the clinics, and shall not carry out medical activities beyond the scope of filing. Twelfth Chinese medicine health care institutions shall comply with the relevant provisions of the state. The registered business scope shall be expressed as "Chinese medicine health care service (non-medical)", and no medical activities or publicity with medical nature shall be carried out. Thirteenth Chinese medicine doctors who have passed the examination and obtained the qualification of doctors can practice in the clinical departments of general hospitals, specialized hospitals, maternal and child health hospitals and primary medical and health institutions after registration in accordance with the relevant provisions of the state, and the scope of practice should be determined and adjusted.
Traditional Chinese medicine doctors who have obtained the qualification of doctors after examination can adopt modern scientific and technological methods related to their majors in their practice activities after passing the training and examination in accordance with state regulations, so as to maintain and give play to the characteristics and advantages of traditional Chinese medicine. Article 14 A person who studies Chinese medicine as an apprentice or has acquired medical skills and expertise through years of practice may apply to the competent department of Chinese medicine of the people's government at or above the county level for registration, and be registered as a medical practitioner according to the assessment contents.
Persons who have obtained the practicing certificate of Chinese medicine (specialist) doctors can engage in Chinese medicine medical activities in the form of personal practice or in medical institutions within the registered practice scope after registration. Fifteenth Chinese medicine medical institutions should be equipped with Chinese medicine professional and technical personnel, mainly providing Chinese medicine services, giving play to the advantages of Chinese medicine in disease prevention, treatment, rehabilitation and nursing, and constantly improving the service level of Chinese medicine.
Support non-Chinese medical institutions to improve the service capacity of Chinese medicine, strengthen the allocation of Chinese medicine doctors in clinical departments, establish a clinical cooperation mechanism between Chinese and Western medicine, carry out joint diagnosis and treatment of Chinese and Western medicine, and promote the integration of Chinese and Western medicine.
