16. Guangdong Province: According to relevant documents of Guangdong Provincial Labor Department, senior technicians employed in corresponding technical posts are equivalent to senior engineers; Technician equals engineer; Senior technician is equivalent to assistant engineer; Intermediate technicians are equal to technicians and enjoy the same salary, insurance and welfare benefits of their own units.
17. Hainan Province: The "Interim Provisions on Strengthening the Work of Skilled Talents" recently issued by the Hainan Provincial Government to all cities and counties in the province clearly stipulates that those employed as technicians and senior technicians shall enjoy the same treatment as engineers and senior engineers in terms of housing control standards, travel expenses and other welfare benefits.
18. Zhejiang Province: According to the Document Notice of Zhejiang Provincial Labor and Social Security Department on Forwarding and Printing the Guiding Opinions on Further Deepening the Reform of Enterprise Internal Distribution System (Zhejiang Labor Social Security Salary [2000] No.210), the technical grade allowance for skilled jobs is from 200 1+0+0.
According to the Interim Measures for the Management of Technicians in Zhejiang Province (Zhelaorenpei [1991] No.53), technicians and senior technicians should enjoy the relevant welfare benefits of middle and senior technicians in their own units in addition to the post allowance. Technicians who have served for more than 5 years and retired during their tenure, as well as senior technicians who have retired during their tenure, shall be included in the retirement fee base.
Technicians' spouses and minor children can go through the formalities of "turning from rural to non-agricultural" according to the document of Zhejiang Zhengban [1995] 149.

The Opinions on Strengthening the Construction of Highly Skilled Talents stipulates that senior workers, technicians and senior technicians are equivalent to assistant engineers, engineers and senior engineers respectively, and enjoy the same wages and benefits. Graduates of senior technical schools who have obtained senior vocational qualification certificates are treated equally with employers in terms of use, wages and benefits. Personnel who have obtained the qualification certificates of technicians and senior technicians shall be appointed by the employing unit according to the actual needs of production (operation) and signed a letter of appointment.
