In the 1970s and 1980s, acupuncture medicine was paid more and more attention by the medical circles all over the world, and more and more doctors and scholars studied, applied and studied acupuncture. Acupuncture has spread to more than 120 countries and regions, and many countries have established acupuncture academic organizations, and international acupuncture academic exchanges have become increasingly frequent. With the arrival of the world's "acupuncture fever", some people of insight in the acupuncture field all over the world agree that it has become a direct need to form a world-wide acupuncture academic joint organization to promote the development of acupuncture medicine in the world.

Members of 57 groups represent more than 37,000 acupuncturists. The Congress adopted the Constitution of the World Federation of Needles and the Code of Ethics of the World Federation of Needles.
