According to the "Notice", the standard of urban and rural subsistence allowances in the city has been raised from not less than 590 yuan and 377 yuan per month to not less than 630 yuan and 420 yuan, with an increase of 6.8% and11.4% respectively; The level of financial subsidies will be increased accordingly, reaching an average of not less than 3 15 yuan and 2 10 yuan respectively; The standards of assistance and support for destitute people include basic living standards and nursing standards. The basic living standard of poor people is still not less than 1.3 times of the local minimum living standard. The monthly standard for urban poor people is 8 19 yuan, and the monthly standard for rural poor people is 546 yuan. According to the self-care ability and service demand of the poor people, the nursing standards are divided into three grades: total nursing, semi-nursing and total nursing, which are implemented according to the local minimum wage standards of last year 1/3, 1/6 and the local nursing subsidy standards for severely disabled people.

The notice requires that the new financial subsidy level and support standard will be implemented from June 65438+1 October1in 2022, and all urban and rural subsistence allowances and support funds for the extremely poor will be paid monthly. In principle, socialized distribution shall be implemented, and it shall be paid directly to the account of the aided object through the "one card" of funds benefiting the people and farmers in accordance with the relevant provisions of the centralized payment system of the state treasury. For the poor people who are centrally supported, the subsidy funds are uniformly paid to the support service institutions.

On the basis of the tender submitted in July last year, this tender has once again raised the standard of assistance and security for those in need. According to the latest standards, in 2022, the rural minimum living standard in Kaifeng will reach 5040 yuan per person per year, an increase of 1 1.4%, effectively alleviating the double impact of disasters and epidemics on the basic life of people in need, and will further consolidate the results of poverty alleviation and keep the bottom line of basic living security.
