The difference lies in two points:

1. The word "Wei Shi Jian" was approved by the former Ministry of Health in July 2003; Guoshijianzi is a health food approval document approved by NFDA in July, 2003. Because before and after this, the approval and management of health food were the responsibility of the Ministry of Health and NFDA respectively, and the approval was legal.

Second, because there are two completely different departments for supervision and approval, the management is inconsistent. Among them, the approval of Wei Shijian has no validity period, which means that the supervision after approval is very difficult, while the approval of Guo Shijian has a validity period of five years, and it must be reviewed before it can continue to be certified and used. Therefore, NFDA is still in the stage of making a thorough investigation on the health food with the words "healthy food" issued by the former Ministry of Health, and will soon introduce a rectification plan, and the examination and approval after rectification will realize unified management.
