The public security organ, people's procuratorate or people's court shall accept the report.

If it is not under its jurisdiction, it shall be transferred to the competent authority for handling, and the informant shall be informed that if it is not under its jurisdiction, emergency measures must be taken and then transferred to the competent authority.
