Double Ninth Festival is a festival with Peng Zu cultural connotation based on Xuzhou folk food customs. In the Peng Zu era, Xuzhou had the custom of eating sheep, and Peng Zu's "Hide Fish and Hide Sheep" was the sublimation of the cooking skills of sheep dishes in that era.

According to Hanshu, the emperor "waited for his grandson and gave him official meat". At that time, the "official meat" was the mutton at the head of the "three sacrifices", and it was certain that Emperor Fukuda shared mutton with his ministers. It is not only eating sheep in the palace, but also recorded in Hanshu that "the family worked hard, smoked wax when they were old, cooked and roasted sheep, and competed for wine."

Xiaoxian mutton has a good reputation for more than 300 years. There are more than 5,000 mutton restaurants in Xiaoxian County, most of which are Xiaoxian white goats that have obtained national geographical indications for 3 to 6 months, and their meat is fresh and tender. The traditional famous dishes in Xiaoxian county are mainly mutton, and there is a saying that "nothing can be done without sheep".
