Article 59 When the lawful rights and interests of disabled persons are infringed, they may complain to organizations of disabled persons, which shall safeguard the lawful rights and interests of disabled persons and have the right to request relevant departments or units to investigate and handle them. Disabled persons' organizations shall support disabled persons in need to safeguard their legitimate rights and interests through litigation.

Article 60 If the lawful rights and interests of disabled persons are infringed upon, they have the right to ask the relevant departments to handle it according to law, or apply to an arbitration institution for arbitration according to law, or bring a lawsuit to a people's court according to law.

If a state functionary fails to perform his duties according to law, fails to stop the acts that infringe upon the rights and interests of the disabled in time or fails to give necessary help to the disabled victims, thus causing serious consequences, the unit to which he belongs or the higher authorities shall give sanctions to the directly responsible person in charge and other directly responsible personnel according to law.

Article 62 Whoever, in violation of the provisions of this Law, demeans or damages the personality of disabled persons through mass media or other means shall be ordered by the culture, radio, film and television, press and publication or other relevant competent departments to make corrections according to their respective functions and powers, and shall be given administrative punishment according to law.

Article 63 If, in violation of the provisions of this Law, the relevant educational institutions refuse to enroll students with disabilities, or impose conditions beyond the admission requirements stipulated by the state to restrict the admission of students with disabilities, the relevant competent department shall order them to make corrections, and the directly responsible person in charge and other directly responsible personnel shall be punished according to law.

Article 64 Whoever, in violation of the provisions of this Law, discriminates against the disabled when recruiting employees shall be ordered by the relevant competent department to make corrections; Disabled workers can bring a lawsuit to the people's court according to law.

Article 65 If, in violation of the provisions of this Law, foster care institutions and their staff insult, abuse or abandon the disabled, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If it constitutes a violation of public security administration, it shall be given administrative punishment according to law.

Article 66 Whoever, in violation of the provisions of this Law, builds, rebuilds or expands buildings, roads and traffic facilities that do not meet the relevant national standards for the construction of barrier-free facilities, or fails to maintain and protect barrier-free facilities in time, resulting in consequences, shall be dealt with by the relevant competent departments according to law.

Sixty-seventh violation of the provisions of this law, infringement of the legitimate rights and interests of the disabled, other laws and regulations provide administrative punishment, in accordance with its provisions; Causing property losses or other damage, it shall bear civil liability according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
