Regulations of Chongqing Municipality on Traditional Chinese Medicine
Chapter I General Provisions Article 1 In order to inherit and carry forward traditional Chinese medicine, guarantee and promote the development of traditional Chinese medicine in this Municipality, and improve the health level of citizens, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Traditional Chinese Medicine, the Law of People's Republic of China (PRC) on Basic Medical Care and Health Promotion and other laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to medical treatment, prevention, health care, rehabilitation, education, scientific research, industry, culture, foreign exchange and related supervision and management activities within the administrative area of this Municipality. Article 3 The development of traditional Chinese medicine should follow the laws of traditional Chinese medicine itself, inherit the essence, innovate in righteousness, maintain and give play to the characteristics and advantages of traditional Chinese medicine, and promote the development of theory and practice of traditional Chinese medicine. Adhere to both Chinese and Western medicine and support the complementary and coordinated development of Chinese and Western medicine. Article 4 The people's governments of cities, districts and counties (autonomous counties) shall incorporate the cause of traditional Chinese medicine into the national economic and social development plan, establish and improve the management system, service system and security system that conform to the characteristics of traditional Chinese medicine, incorporate the work of traditional Chinese medicine into government performance appraisal, and make overall plans to promote the high-quality development of traditional Chinese medicine and industry.

The people's governments of cities, districts and counties (autonomous counties) shall establish and improve the system of joint meetings of traditional Chinese medicine, study, formulate and guide the implementation of policies and measures to promote the development of traditional Chinese medicine, and coordinate and solve major problems in the development of traditional Chinese medicine within their respective administrative areas.

Township people's governments and sub-district offices shall provide support for the popularization and application of traditional Chinese medicine within their respective jurisdictions and give play to the role of traditional Chinese medicine in primary medical and health services. Fifth city, county (Autonomous County) people's government departments in charge of traditional Chinese medicine is responsible for the administrative area of traditional Chinese medicine management.

Other relevant departments of cities, counties (autonomous counties) shall do a good job in the management of traditional Chinese medicine within their respective functions and duties. Sixth Chinese medicine industry organizations should strengthen industry self-discipline, establish and improve industry norms, promote the construction of industry credit system, give play to the role of technical consultation and academic exchange, and guide and urge members to carry out activities according to law. Article 7 This Municipality promotes Chinese medicine culture, popularizes Chinese medicine knowledge, and creates a social atmosphere of caring for and supporting the development of Chinese medicine.

Article 8 The people's governments of cities, districts and counties (autonomous counties) shall, in accordance with the relevant provisions of the state and this Municipality, commend and reward organizations and individuals that have made outstanding contributions to the cause of Chinese medicine. Chapter II Services and Norms of Chinese Medicine Article 9 The people's governments of cities, districts and counties (autonomous counties) shall strengthen the construction of Chinese medicine service system, optimize and improve the layout of Chinese medicine hospitals in terms of medical institution planning, land development and utilization, and medical equipment configuration, support the development of medical institutions with advantages in Chinese medicine, and provide protection for citizens to obtain Chinese medicine services.

The medical institutions of traditional Chinese medicine organized by the people's governments of counties (autonomous counties) shall not be merged, revoked or changed without authorization. If it is really necessary to merge or cancel the medical institutions of traditional Chinese medicine organized by the government or change the medical nature of traditional Chinese medicine, the opinions of the competent department of traditional Chinese medicine at the next higher level shall be sought. Article 10 The people's governments of cities, districts and counties (autonomous counties) shall establish modern comprehensive Chinese medicine hospitals with appropriate scale. The hospitals of traditional Chinese medicine run by the people's governments of counties (autonomous counties) should gradually reach the level above the second level, and the hospitals of traditional Chinese medicine run by the people's governments of cities and districts should gradually reach the level of tertiary hospitals.

Government-run general hospitals, maternal and child health care institutions and qualified specialized hospitals should improve the working mechanism of integrated traditional Chinese and western medicine, set up Chinese medicine departments and a certain proportion of Chinese medicine beds, and be equipped with Chinese medicine doctor Yamatonokusushi.

Community health service centers and township health centers should set up comprehensive service areas of traditional Chinese medicine, and be reasonably equipped with professional and technical personnel of traditional Chinese medicine.

The people's governments of districts and counties (autonomous counties) shall strengthen the allocation of Chinese medicine equipment and facilities in community health service stations and village clinics, and regularly provide technical training for their employees to enhance the service capacity of Chinese medicine. Medical institutions of traditional Chinese medicine should focus on the service of traditional Chinese medicine, make full use of the technical methods of traditional Chinese medicine and modern science and technology, improve the ability of diagnosis and treatment services for acute and critical diseases, incurable diseases and dominant diseases of traditional Chinese medicine, and jointly undertake the tasks of social medical care, first aid, disease prevention and emergency treatment of public health emergencies with general hospitals to provide diversified services for the society. Thirteenth city, county (Autonomous County) people's government should support the Chinese medicine hospital to take the lead in setting up a sub-regional and hierarchical medical consortium and implement a graded diagnosis and treatment system.

Chinese medicine hospitals run by the people's governments of cities, districts and counties (autonomous counties) should strengthen the guidance of Chinese medicine services in primary medical institutions in the region, and improve the comprehensive medical level and Chinese medicine service ability of primary medical institutions.
