Article 3 The dog-raising management in this Municipality shall follow the principles of supervision by government departments, self-discipline by dog owners and participation by all sectors of society. Article 4 The municipal and district people's governments shall strengthen the leadership over dog management, establish a coordination and guarantee mechanism for dog management with the participation of housing and urban and rural construction (urban management), public security, agriculture and rural areas, health and hygiene, market supervision, finance and other departments, solve major problems in dog management, and guarantee the funds needed for dog management at the corresponding level.
Township (town) people's governments and sub-district offices shall assist in dog management, and cooperate with dog rabies immunization, dog registration, stray dog control and disposal, and dog management electronic files. Article 5 The municipal housing and urban-rural construction department shall be in charge of the dog management in this Municipality, and organize the implementation of these Regulations. The district urban management department is responsible for dog registration, shelter and stray dog management within its administrative area.
Public security organs are responsible for killing rabies, dealing with illegal dog-raising behaviors such as letting dogs intimidate others, driving dogs away from others and disturbing people, and assisting in the management of stray dogs.
Agricultural and rural departments are responsible for dog immunization, quarantine, disease prevention and control, as well as dog diagnosis and treatment supervision and guidance on the harmless treatment of dead dogs; Implantation and supervision of dog electronic identification.
The market supervision department is responsible for the establishment, change and cancellation of registration of dog business entities, and implements supervision and management of dog business activities.
Development and reform, finance, health and other departments in accordance with their respective responsibilities, * * * do a good job in dog management. Sixth neighborhood (village) committees, owners' committees and property service enterprises should cooperate with each other to do a good job in dog information registration and dog knowledge publicity. Stop illegal dog-raising behavior and report to the district urban management or other departments responsible for dog management; Mediation of disputes caused by raising dogs. Article 7 People's governments at all levels, housing and urban and rural construction (urban management), public security, agriculture and rural areas, health, market supervision and other departments shall regularly carry out publicity activities on dog raising according to law, scientific dog raising and civilized dog raising, and regularly organize dog owners to carry out dog-raising knowledge training.
Radio, television, newspapers, websites and other media should strengthen the publicity of dog-raising knowledge and guide dog owners to raise dogs in a civilized way. Eighth people's governments at all levels support and guide social organizations, professional institutions and individuals to engage in dog shelter, rescue and other activities according to law.
Advocate dog owners to sterilize dogs. Ninth any unit or individual has the right to discourage uncivilized dog-raising behavior; If you don't listen to dissuasion, you can report complaints through the "12345" citizen service hotline.
District urban management, agriculture and rural areas, public security and other departments should establish a complaint handling cooperation mechanism, publish the telephone number and e-mail address for accepting complaints, and handle complaints in a timely manner. Reports and complaints that do not fall within the purview of this department shall be promptly transferred to the relevant departments for handling, and the informants and complainants shall be informed of the handling situation. Chapter II Management Standards for Dog Raising Article 10 An individual should have full capacity for civil conduct, have a legal certificate of permanent residence or domicile in this Municipality, and have a fixed domicile in this Municipality. Individuals shall provide the following materials for dog registration:
(a) personal identity card, residence booklet or residence permit;
(two) real estate ownership certificate or housing lease contract;
(three) proof of rabies immunization in dogs;
(four) to raise guide dogs and support dogs, it shall submit proof of disability and other materials.
Dog-raising units shall have independent places, equipped with dog cages, kennels, fences and other safety protection facilities, and arrange special personnel to raise and manage dogs. Units that handle dog registration shall provide the following materials:
(a) unified social credit code certificate;
(two) the identity certificate of the legal representative or principal responsible person of the unit and the special dog management personnel;
(three) proof of rabies immunization in dogs;
(four) pictures and descriptions of the feeding places and safety protection facilities of the unit. Eleventh small dogs, medium dogs and large dogs can be raised within the administrative area of this Municipality, and it is forbidden to raise strong dogs.
Individuals keep no more than 2 dogs per household, of which each household is limited to 1 medium or large dogs. Units need to raise dogs because of nursing homes, and each independent office space is limited to two; If the number of dogs needs to be increased due to special circumstances in nursing homes, it shall be explained in writing.
If a dog breeds puppies, the dog owner shall, within three months from the date of the puppy's birth, transfer more than a limited number of dogs to others or send them to a dog shelter.
The list of dogs is determined by the municipal agricultural and rural departments in conjunction with the municipal housing and urban-rural construction departments, and announced to the public after being approved by the Municipal People's government.
