Guiding opinions on standardizing the management of service charges in pension institutions and promoting the healthy development of pension service industry
The first is to establish a service charge management mechanism for old-age care institutions based on market prices.
(1) The service charge standard of private pension institutions is formed by the market. The service charge items and standards of private for-profit pension institutions shall be determined by the operators themselves, and the relevant government departments shall not interfere improperly;
The service charge standard of private non-profit pension institutions is reasonably determined by the operators, and the relevant government departments can make necessary supervision on their financial revenue and expenditure, charging items, price adjustment frequency, etc. in combination with the regulatory needs of non-profit institutions.
(2) Pension institutions invested by the government implement different charging policies for different clients. The pension institutions invested by the government mainly play a fundamental role in ensuring the needs of the elderly with special difficulties.
Among them, the "three noes" (no ability to work, no source of income, no supporters and dependents, or their supporters and dependents really have no ability to support and support) elderly people stay in government-invested pension institutions, and the free policy is implemented in accordance with the Law of the People's Republic of China on the Protection of the Rights and Interests of the Elderly;
For other elderly people with financial difficulties, such as widowed, widowed, old, disabled, semi-disabled, etc. Bed fees and nursing fees are set by the government or guided by the government, and service fees such as meals are charged according to the principle of non-profit.
(3) Actively explore the charging management mode of public and private pension institutions. Public and private pension institutions shall adopt competitive methods such as bidding and entrusted operation to determine the operators, and the specific service charging standards shall be reasonably determined by the operators according to the entrustment agreement.
Encourage the government to undertake the old-age care services for the security object by purchasing services from private old-age care institutions, and the relevant charging policies shall be determined by local governments according to local actual conditions.
