Henan province is a big agricultural province with a large rural population of more than 50 million and more than 46,000 administrative villages. For Henan, the construction of beautiful countryside is both an opportunity and a challenge. In recent years, driven by projects, supported by policies, typical demonstrations and promotion, the Eight Immortals from all over the province have traveled across the ocean, showing their magical powers and creating a number of good and temperamental beautiful countryside according to local conditions. Some new explorations are commendable, showing a variety of construction models suitable for local stability and sustainable development. In September 2020, among the 246 beautiful leisure villages in China in 2020 announced by the Ministry of Agriculture and Rural Affairs, 8 villages in Henan Province were selected.

After several years' efforts, although the construction of beautiful countryside has achieved remarkable results, it still faces some difficulties and problems, which need to be actively explored in practice and solved by effective measures.

First, the problems existing in the construction of beautiful countryside.

1. The relationship among government, market and society has not been properly handled, and there is still a big gap in construction funds.

Under the long-term guiding ideology of "emphasizing agriculture, emphasizing cities and neglecting rural areas", the investment in rural infrastructure construction is too large, and the overall development level of rural areas in Henan Province, such as infrastructure construction, industrial cultivation and transformation, education, culture and health, is still relatively weak. Relying on government investment alone is far from solving the problem, and the funding gap is still large. Moreover, due to the constraints of geographical environment and natural conditions, social financing is also very difficult. Many villages are still in remote areas and cannot introduce social funds. In the sample villages sampled, more than 66.8% of beautiful countryside's construction funds are insufficient, and the funds for greening, planting, environmental sanitation and infrastructure maintenance in the later period of beautiful countryside's construction obviously cannot keep up. In addition to subsidies from higher authorities, some villages mainly rely on self-raised funds from villages. However, due to the limited economic strength of village committees, it is difficult to guarantee a large amount of investment in beautiful countryside's construction.

2. The relationship between unified standards and respect for differences has not been properly handled, and the construction characteristics are not prominent.

During the construction of beautiful countryside, some villages built a number of rural brands according to local conditions, which attracted many urban residents to experience rural life in their spare time and promoted the rapid development of rural tourism to some extent. However, many villages do not give full play to their unique local advantages, and the highlights and characteristics of construction are not obvious during the construction process. On the one hand, it has not been carefully built in combination with the natural resources and economic conditions of the village, and has not shown the rural features with individual characteristics. Although some villages are far away from cities, they blindly develop leisure and sightseeing agriculture, or develop agricultural and livestock products processing industry, without the support of industrial chain, resulting in the disconnection between the construction of beautiful countryside and the surrounding environment and society; On the other hand, the concept and theme of construction are not clear, blindly copying existing models and experiences. The situation of "one side of a thousand villages" is outstanding, causing great waste, divorced from the reality of the village and serious homogenization.

3. The problem of "for whom and who to rely on" in rural construction has not been fully reflected, and the subject of construction is not clear.

The construction of beautiful countryside is a systematic project, which requires the active participation of governments at all levels, relevant departments and social forces. However, in the process of implementation, the leading role of the government and the dominant position of farmers have not been well handled in rural construction. On the one hand, there are many government-led and participating departments, so it is difficult to organize and coordinate, so that some matters are either managed by multiple heads or nobody is responsible, which affects the work. On the other hand, farmers' participation is insufficient, especially some village cadres' ideological understanding is not in place, and they are not active enough in beautiful countryside's construction work, which can not effectively mobilize the enthusiasm of the masses to actively participate in the construction, resulting in farmers' dominant position and role not being fully brought into play. The phenomenon of "cadres are doing things while the masses are watching" is widespread, the idea of "what's important" is serious, and the consciousness and ability to take the initiative are not strong. In addition, the shortage of rural talents is very common, which hinders the development of rural construction to some extent.

4. The relationship between "hardware" construction and "software" construction in beautiful countryside has not been properly handled, and the construction planning is not systematic.

The construction of beautiful countryside is a systematic project, which needs scientific planning and overall layout. Investigation shows that in the process of construction, some villages pay attention to the construction of hardware facilities, but do not pay attention to the scientific formulation of the overall and long-term planning of beautiful countryside construction. In particular, the phenomenon of emphasizing construction over planning is more prominent, which leads to more short-term behaviors, less overall design, narrow vision and lack of the concept of global integration. On the one hand, some rural construction is unrealistic in planning and has not been carefully constructed in combination with the natural resources and history and culture of the village. The sameness, lack of individuality and differences, and the individuality and style of rural areas have not been fully demonstrated. On the other hand, the long-term management and assessment mechanism of rural construction has not been fully reflected in the planning, and there is a lack of dynamic supervision and management of the construction and operation of beautiful countryside, which leads to the widespread phenomenon of "emphasizing construction but neglecting management" and the prominent problem of management and protection.

5. Without considering the relationship between rural construction and economic development, the depth of rural industrial integration is not enough.

In the process of beautiful countryside construction, we should not only pay attention to the improvement of village appearance and the management of ecological environment, but also pay attention to the development of rural economy, especially to build a harmonious and livable beautiful countryside on the basis of rural industrial integration, so as to realize the complementarity and mutual promotion of beautiful countryside construction and economic development. The investigation shows that there are still some problems in the construction of beautiful countryside, such as the low degree of rural industrial integration and the weak carrying capacity of villages. On the one hand, the standardization level of agricultural industry is not high, starting with simple processing of agricultural products, based on low cost, slow specialization process and insufficient ability to absorb labor. On the other hand, the integration of rural industries is not closely related to the construction of beautiful countryside. Many villages are divorced from the reality of their villages and blindly develop rural leisure tourism, ignoring the excavation of rural cultural landscapes, farming activities, traditional villages and other humanistic local resources and the development of agricultural products. In addition, the level of intensive processing of agricultural products needs to be improved.

Second, the countermeasures of beautiful countryside's construction.

1. Take the "Three Highlights" as the starting point and expand the sources of funds through multiple channels.

2065438+2009 Document No.1 of the Central Committee clearly stated that it is necessary to "establish and improve the agricultural support and protection system, accelerate the formation of a diversified investment pattern in agriculture and rural areas with financial priority, tilted financial focus and active participation of social capital", and expand the idea of funding sources. First of all, highlight the leading role of the government's financial priority, and leverage more financial funds and social funds to invest in beautiful countryside's construction through financial funds. As early as 20 13, Henan provincial finance invested1400 million yuan to implement the "GSP" policy, and specially arranged 800 million yuan to start the pilot construction of beautiful countryside. In the following four years, Henan invested 5.2 billion yuan in financial awards and implemented 562 construction projects in beautiful countryside, which injected a strong impetus into the construction of beautiful countryside. Secondly, highlight the rural financial service system and gradually solve the problems of difficult, expensive and slow financing in agricultural management. Guide rural financial institutions to provide diversified and diversified financial services for the construction of beautiful countryside, allocate financial resources to the key areas and weak links of rural economic and social development, and provide sustainable sources of funds for the construction of beautiful countryside. Thirdly, highlight the participation mechanism of private capital and social capital and broaden financing channels. We should do a good job in guiding private capital and social capital to participate in the construction of beautiful countryside, create a good external environment, build a good bridge, and encourage all kinds of capital to actively participate in it, which will make great achievements in the construction of beautiful countryside.

2. Give full play to distinctive advantages and build beautiful countryside according to local conditions.

As a major agricultural province in China, Henan has great regional differences. As the saying goes, "a hundred miles of different winds and ten miles of different customs", different places have different development foundations. To promote the construction of beautiful countryside, it is necessary to adjust measures to local conditions, plan scientifically and highlight its characteristics. Attention should be paid to protecting the original ecology and local feelings of the countryside, reflecting the accommodation style of local residents, taking a good ecological environment as an important supporting point and exhibition point for the construction of beautiful countryside, and truly creating a unique beautiful countryside with "seeing mountains, seeing water and remembering homesickness". The large rural area and many villages in Henan Province are both the "short board" and the key to the construction of beautiful countryside. For those villages with good natural landscape or rich historical and cultural heritage, classified planning can be carried out according to different resource types, and historical culture and local elements can be skillfully integrated to form agricultural tourism integrating production, consumption, recreation, leisure and sightseeing. Collect and sort out the rich humanistic spirit and cultural connotation contained in villages, protect ancient roads, ancient trees and ancient buildings, restore the old pattern as much as possible, and form a village with one scene, one village with one industry and one village with one characteristic, so as to achieve the integration of modernity and tradition, overall planning of economy and culture, harmony between nature and society, natural unpretentious pattern and overall harmonious and unified style.

3. Guided by "tourism+",promote the integrated development of "agriculture", "culture" and "tourism"

The construction of beautiful countryside is not simply to pursue the beauty of rural scenery, but to further develop production, promote the integrated development of "agriculture", "culture" and "tourism" on the premise of protecting the environment, and accelerate the formation of a good situation of beautiful countryside construction and increasing farmers' income. The first is to promote the integrated development of "tourism+agriculture". Create a unique rural leisure cultural tourism development model, excavate, package and display the culture rich in "agricultural flavor", so that the vast number of tourists can appreciate the "beauty of the countryside", visit "green mountains and green waters" and recall the homesickness of wanderers, and form a number of rural tourism brands with local characteristics and high reputation. The second is to innovate the "tourism+culture" mode, make "cultural resources tourism, cultural tourism resources", promote the upgrading of a number of A-level scenic spots, speed up the development of cultural tourism commodities, strive to tap the roots of local culture, and create a number of beautiful countryside infiltrated with homesickness and rural folk customs. The third is to promote the integrated development of "tourism+sports". The most representative is Jiaozuo, which not only has unique tourism resources, but also is the birthplace of Tai Ji Chuan, the national basketball city and the national high-level sports reserve talent base. Jiaozuo can actively explore and cultivate diversified new formats on the road of integrated development of "tourism+sports". The fourth is to promote the integrated development of "tourism+health". Tell the story of "Tai Chi Holy Land" well, plan and build "the world Tai Chi City's central plains health-preserving place", fully tap the health-preserving resources such as Tai Chi Chuan and "four Huai medicines", and strive to build Jiaozuo into a central plains health-preserving and old-age industrial base.

4. Guided by "Problem+",promote the high-quality development and construction of beautiful countryside.

First of all, take infrastructure construction as the foothold of building "beautiful countryside". Rural infrastructure construction has always been a prominent bottleneck restricting the construction of beautiful countryside. While improving the infrastructure and the living environment, we should pay attention to maintaining the original rural landscape, fully display the local cultural characteristics, and further promote the construction of beautiful countryside. Secondly, pay attention to connotation construction, which is the soul of beautiful countryside's construction. The beautiful countryside we are building is not only neat and beautiful in village appearance and courtyard roads, but also includes the improvement of village environment and the promotion of farmers' spiritual and cultural level. To this end, we should vigorously carry out actions to rectify rural human settlements, actively guide farmers to change their customs, carry forward modern civilization and fashion, and condense positive energy for good. Third, create a good atmosphere and mobilize the enthusiasm of villagers to participate. In the construction of beautiful countryside, farmers are the main body. Only when farmers attach importance to it can it be difficult and good. Through the media, newspapers and other propaganda media, we will carry out various and lively publicity activities, so that villagers can more directly understand the achievements and benefits of beautiful countryside construction and take the initiative to participate in the construction of beautiful countryside in their hometown. Fourthly, industrial integration is the economic support for beautiful countryside's construction. The construction of beautiful countryside should be both internal and external, pay attention to industrial integration, promote the coordinated development of rural economy and society, and strive to build beautiful countryside with "face value" and "output value". Fifth, cultivate and retain all kinds of talents. In the construction of beautiful countryside, talents are the foundation and guarantee. It is necessary to introduce relevant incentives and relax the policy of returning high-educated and high-quality talents to their hometowns to start businesses; It is necessary to build nests to attract phoenix, and encourage and guide migrant workers, college graduates, scientific and technological personnel, and retired military personnel. Return to China to be a "maker"; It is necessary to increase support for the cultivation of local talents, give full play to the scientific and technological advantages of rural talents, and promote the rapid development of related industries.
