Chapter I General Provisions

Article 1 The term "pig scale farms" as mentioned in Article 2 of these Measures (hereinafter referred to as pig farms) refers to pig farms that can breed more than 25 sows and slaughter more than 500 pigs annually within the administrative area of this Municipality.

Article 3 All units and individuals that build and operate pig farms within the administrative area of this Municipality must abide by these Measures.

Chapter II Construction Conditions

Article 4 Site selection:

(a) in line with the requirements of local animal husbandry development and land use planning.

(two) the terrain is dry and open, and it is more than 500 meters away from the railway, highway, town, residential area, school, hospital and other livestock and poultry breeding areas in the downwind of the village. Good ventilation, easy to discharge rainwater, production and domestic sewage.

(three) away from tourist areas, river water sources, industrial areas, livestock products slaughtering and processing areas and pollution areas, and have enough health and epidemic prevention distance from the main roads.

(4) The site must be "three links", that is, water supply, electricity supply, access (the roads in the entrance area and the roads in the field must be hardened), clean water sources and good environmental conditions.

Article 5 Layout of pig farms:

(a) planning and construction in accordance with the management mode of self-cultivation, family planning and family planning.

(2) The management area includes the field office and duty room, and various management systems and immunization programs must be hung indoors.

(3) The production area includes: piggery, dressing room, disinfection pool, isolation room, veterinary room, pig outlet and feces treatment area.

(4) Auxiliary production areas include: feed mills, warehouses and hydropower plants.

(5) Living quarters include: living facilities, environmental greening, protective isolation belt, staff activity places, etc.

(6) The harmless treatment area includes: isolation room for sick pigs, landfill wells for sick pigs, and facilities for harmless treatment of feces (biogas digesters, feces fermenters, tertiary sedimentation tanks for sewage, etc.). ).

(7) Clean roads and dirty roads. Clean roads and dirty roads are separated in the field. The operation of personnel, pigs and materials adopts one-way circulation system. The clean passage is mainly used for pig turnover, breeder walking and transporting materials, and the unclean passage is mainly used for cleaning up wastes such as feces.

Article 6 Building requirements:

(a) the architectural design of pigsty conforms to the climatic and environmental conditions of this province, meets the requirements of heatstroke prevention and cold protection, and has good indoor air circulation.

(two) the pig house building must be able to prevent natural disasters such as freezing and hail, and the fire resistance rating should not be lower than that of brick houses; Column spacing is 8- 12m.

Chapter III Sewage Treatment

Article 7 The discharge of pig manure shall conform to the national discharge standards. Must be set up in line with the requirements of environmental protection of livestock and poultry manure stacking places, the implementation of harmless treatment. Pig manure must be made into biogas or organic fertilizer, and sewage can only be discharged after three stages of precipitation. Pig manure, biogas slurry, biogas residue or sewage shall not be directly discharged into water or other environment at will.

Chapter IV Introduction to Management

Article 8 Imported breeding pig breeds must be varieties and mating lines approved or recognized by the State Administration of Livestock and Poultry Genetic Resources, or foreign varieties and mating lines approved by the State, and the quality of breeding pigs meets the relevant standards of this breed.

Article 9 Breeding pigs must come from areas where there are no specified animal epidemics, and there are no Class I or II infectious diseases and other infectious diseases that have a great impact on production and products; Moreover, there is a livestock and poultry production and operation license in the provenance farm, which can provide breeding pig certificate, effective quarantine certificate and breeding pig pedigree.

Article 10 Breeding pigs imported from outside the province shall be reported to the local animal health supervision department, and shall be quarantined, disinfected and kept in isolation for 45 days according to the regulations. Only after there is no abnormality can they be transferred to pig farms.

Eleventh sales of breeding pigs shall not have the following acts:

(1) Selling other pig breeds and strains as pig breeds and strains;

(2) using low-generation breeding pigs as high-generation breeding pigs;

(three) using pigs that do not meet the breeding standards as breeding pigs;

(4) selling breeding pigs imported without approval;

(five) sales of breeding pigs without certificate, quarantine certificate and pedigree;

(six) sales without approval or identification of breeding pig varieties, supporting lines.

Article 12 When a farm sells commercial piglets, it shall provide the buyers with the technical requirements for immunization and feeding and related consulting services, and attach the quarantine certificate issued by the supervising agency for animal epidemic prevention. If the sales of breeding pigs and commercial piglets cause losses to farmers due to quality problems, they shall compensate for the losses according to law.

Chapter V Feed and Feeding

Thirteenth pig farm feed does not contain lean meat and other additives prohibited by the state or industry, and there is no additive drug exceeding the standard. The storage, processing and preparation of feed are standardized.

Fourteenth pig farms shall abide by the provisions on the safe use of veterinary drugs formulated by the veterinary administrative department of the State Council, and establish a drug use record system. Prohibit the use of fake and inferior veterinary drugs and drugs and other compounds prohibited by the veterinary administrative department of the State Council. It is forbidden to use human drugs on animals. Prohibited drugs are strictly prohibited during withdrawal.

Fifteenth pig farms shall have the following acts:

(1) Feeding pigs with swill that has not been treated at high temperature in restaurants and canteens;

(2) Raising pigs in garbage dumps or using substances in garbage.

Chapter VI Animal Epidemic Prevention

Sixteenth units and individuals operating pig farms must apply to the local animal husbandry and veterinary administrative departments for the "animal epidemic prevention certificate" before they can build or operate. Units and individuals operating breeding pig farms also need to apply for breeding livestock and poultry production and operation licenses before they can operate.

Article 17 If the animal epidemic prevention certificate and breeding livestock and poultry production and operation license expire and the holder still needs to continue to operate, he must apply to the local animal husbandry and veterinary administrative department within 3 months before the expiration of the validity period, and can continue to operate only after passing the examination and issuing a new license.

Eighteenth pig farms in each batch of pigs after breeding, must be in accordance with the provisions of the day to the local animal health supervision institutions for inspection; Each batch of live pigs on the market must be submitted to the local animal health supervision agency for inspection three days in advance. The local supervising agency for animal health shall promptly send personnel for inspection and quarantine, and go through the relevant formalities. Where pig farms need to transport pigs and pig products, quarantine certificates must be provided before consignment, and carriers must carry them with quarantine certificates.

Nineteenth national financial support and incentive projects need to identify the number of pigs in pig farms, with the quarantine number of local animal health supervision institutions as an important basis.

Twentieth pig farms must be immunized according to the requirements, and the immunization rate of major animal diseases such as foot-and-mouth disease, classical swine fever and porcine blue ear disease reaches 100%. At the same time, immune identification management is carried out for pigs that have passed the immunization.

Twenty-first pig farms to implement foot-and-mouth disease, swine fever, pig blue ear disease and other compulsory immunization vaccines, free of charge by the local animal health supervision institutions, prohibit the use of vaccines purchased from illegal channels.

Twenty-second pig farms found suspected foot-and-mouth disease, swine fever and other major animal epidemics, should truthfully and timely report to the local animal health supervision institutions. No unit or individual may conceal, make a false report or delay reporting a major animal epidemic, or instruct others to conceal, make a false report or delay reporting, or hinder others from reporting.

Twenty-third pig farms should do a good job of disinfection and sterilization, and regularly disinfect fences and sites. Pig farms should set up vehicle disinfection pools, and vehicles carrying livestock and poultry should be disinfected in and out.

Article 24 Pig farms must consciously accept the supervision and management of local animal husbandry and veterinary administrative departments, and should accept the monitoring of swine fever, pseudorabies, blue ear disease, brucellosis, foot-and-mouth disease and other diseases, and the detection of immune antibody levels and drug residues by animal health supervision institutions.

Twenty-fifth infected pigs and their excreta, infected pig products, dead or unknown pig carcasses must be strictly dealt with in accordance with the relevant provisions of the veterinary administrative department of the State Council, and shall not be discarded at will.

Chapter VII Breeding Archives

Twenty-sixth pig farms should establish breeding files, and specify the following contents:

(a) the variety, quantity, breeding records, identification, source and entry and exit date of live pigs;

(2) Sources, names, users, time and dosage of inputs such as feed, feed additives and veterinary drugs;

(3) Quarantine, immunization and disinfection;

(four) the incidence, death and harmless treatment of pigs.

Twenty-seventh pig farms at the end of each quarter to the county animal husbandry and veterinary administrative departments to report the situation, and as the basis for the implementation of relevant national support policies.

Chapter VIII Legal Liability

Article 28 According to the provisions of Article 62 of the Regulations on the Administration of Veterinary Drugs, those who fail to use veterinary drugs in accordance with the provisions of the state on the safe use of veterinary drugs, have not established drug use records or have incomplete and untrue records, or use compounds such as prohibited drugs, or use drugs for human use on pigs, shall be ordered to make immediate corrections, and the pigs and their products raised with compounds such as prohibited drugs shall be treated harmlessly; Impose a fine of 1 1,000 yuan but not more than 50,000 yuan on illegal pig farms; If losses are caused to others, they shall be liable for compensation according to law.

Twenty-ninth in accordance with the provisions of Article 61 of the Animal Husbandry Law, the animal husbandry and veterinary administrative department of the people's government at or above the county level shall order it to stop the illegal act and confiscate the pigs and illegal income; If the illegal income is more than 50 thousand yuan, a fine of more than one time and less than three times the illegal income shall be imposed; If there is no illegal income or the illegal income is less than 50,000 yuan, a fine ranging from 5,000 yuan to 50,000 yuan shall be imposed.

Article 30 If a breeder's livestock and poultry production and operation license stipulated in Article 62 of the Animal Husbandry Law is not obtained or a breeder's pig is produced and operated in violation of the breeder's livestock and poultry production and operation license, if the breeder's livestock and poultry production and operation license is transferred or leased, the animal husbandry and veterinary administrative department of the people's government at or above the county level shall order it to stop the illegal act and confiscate the illegal income; If the illegal income is more than 30 thousand yuan, a fine of more than one time and less than three times the illegal income shall be imposed; If there is no illegal income or the illegal income is less than 30 thousand yuan, a fine of not less than 3000 yuan but not more than 30 thousand yuan shall be imposed. Production and operation of breeding pigs or transfer or lease of breeding livestock and poultry production and operation licenses in violation of the provisions of breeding livestock and poultry production and operation licenses. If the circumstances are serious, the license for production and operation of breeding livestock and poultry shall be revoked.

Article 31 If the breeding pigs used in accordance with Article 64 of the Animal Husbandry Law do not meet the breeding standards, the animal husbandry and veterinary administrative department of the local people's government at or above the county level shall order them to stop the illegal acts and confiscate their illegal income; If the illegal income is more than 5,000 yuan, a fine of more than one time and less than two times the illegal income shall be imposed; If there is no illegal income or the illegal income is less than 5,000 yuan, a fine of more than 1,000 yuan and less than 5,000 yuan shall be imposed.

Article 32 According to the provisions of Article 65 of the Animal Husbandry Law, anyone who commits any of the following acts shall be ordered by the animal husbandry and veterinary administrative department of the people's government at or above the county level or the administrative department for industry and commerce to stop selling, and the illegally sold pigs and illegal income shall be confiscated; If the illegal income is more than 50 thousand yuan, a fine of more than one time and less than five times the illegal income shall be imposed; If there is no illegal income or the illegal income is less than 50,000 yuan, a fine ranging from 5,000 yuan to 50,000 yuan shall be imposed; If the circumstances are serious, the production and business license or business license of breeding livestock and poultry shall be revoked.

(1) Selling other breeding pig breeds and supporting lines as breeding pig breeds and supporting lines;

(2) using low-generation breeding pigs as high-generation breeding pigs;

(three) using pigs that do not meet the breeding standards as breeding pigs;

(4) selling breeding pigs imported without approval.

Article 33 According to Article 73 of the Law on Animal Epidemic Prevention, the supervising agency for animal health shall order any of the following acts to make corrections and give a warning; Those who refuse to make corrections shall be dealt with by the supervising agency for animal health, and the handling expenses shall be borne by the violator, and a fine of less than 1,000 yuan may be imposed:

(1) Failing to immunize the raised pigs according to the compulsory immunization plan for animal diseases;

(two) breeding pigs without inspection or not according to the provisions of the treatment;

(three) the vehicle loaded with pigs and pig products is not cleaned and disinfected in time after unloading.

Article 34 According to the provisions of Article 77 of the Law on Animal Epidemic Prevention, any of the following acts shall be ordered by the supervising agency for animal health to make corrections and be fined between 1,000 yuan and 10,000 yuan; If the circumstances are serious, a fine of not less than 10,000 yuan but not more than 100,000 yuan shall be imposed:

(a) the establishment of pig farms and isolation places, without obtaining the certificate of animal epidemic prevention conditions;

(two) the introduction of breeding pigs and their semen across provinces, autonomous regions and municipalities directly under the central government without going through the examination and approval procedures;

(three) without quarantine, to import live pigs to areas without specified animal diseases.

Article 35. Where pigs are operated or transported in accordance with the provisions of Article 78 of the Law on Animal Epidemic Prevention without quarantine certificates, the supervising agency for animal health shall order them to make corrections and impose a fine of more than 50% of the value of similar quarantine qualified pigs10; Impose a fine of not less than one time but not more than three times the transportation cost on the carrier other than the owner.

Article 36 According to the provisions of Article 80 of the Law on Animal Epidemic Prevention, in case of any of the following acts, the supervising agency for animal health shall order it to make corrections and impose a fine of 1000 yuan or more and 1 10,000 yuan or less:

(a) do not comply with the provisions of the people's governments at or above the county level and their veterinary departments to control and exterminate animal epidemics according to law;

(2) Hiding, transferring or excavating pigs and pig products that have been isolated, sealed and treated according to law;

(3) release the epidemic situation.

Article 37 According to the provisions of Article 83 of the Law on Animal Epidemic Prevention, the supervising agency for animal health shall order any of the following acts to make corrections; Refuses to correct, the illegal units at more than one thousand yuan to ten thousand yuan fine, the illegal individuals can be fined five hundred yuan:

(1) Failing to fulfill the obligation of reporting animal epidemic situations;

(2) Failing to truthfully provide information related to animal epidemic prevention activities;

(3) refusing the supervision and inspection by the supervising agency for animal health;

(4) refusing animal epidemic prevention and control institutions to monitor animal epidemics.

Article 38 Where a pig farm fails to establish breeding files in accordance with Article 66 of the Animal Husbandry Law, or fails to keep breeding files in accordance with the provisions, the animal husbandry and veterinary administrative department at or above the county level shall order it to make corrections within a time limit and may impose a fine of not more than 10,000 yuan.

Chapter IX Management Responsibility

Thirty-ninth animal husbandry and veterinary administrative departments at or above the county level shall be responsible for the management of pig farms within their respective administrative areas, define the responsible persons for each pig farm, and provide good services. Pig farms should take the initiative to abide by relevant laws and regulations and accept the management of animal husbandry and veterinary administrative departments according to law.

Fortieth animal husbandry and veterinary administrative departments at or above the county level shall do a good job in the statistical account of pig farm production and submit electronic documents to the Municipal Animal Husbandry and Fisheries Bureau at the end of each quarter.

Forty-first pig epidemic prevention inspection to pig farms as the focus, support funds to scale farming as the main basis, no statistics will not be reported.

Article 42 These Measures shall come into force 30 days after the date of promulgation. The Municipal Bureau of Animal Husbandry and Fisheries shall be responsible for the interpretation of these Provisions.
