Epidemic classification:
1. A major animal epidemic refers to the sudden occurrence and rapid spread of animal epidemics with high morbidity or mortality, such as highly pathogenic avian influenza, which poses a serious threat and harm to the production safety of aquaculture and may endanger public health and life safety, including particularly major animal epidemics. Generally divided into a class of animal infectious diseases, two kinds of animal infectious diseases and three kinds of animal infectious diseases.
2. A Class I animal infectious disease refers to an epidemic disease that is seriously harmful to people and livestock and requires urgent and severe compulsory prevention, control and extermination measures. When a class of animal infectious diseases occur, the epidemic situation should be reported immediately. On the basis of rapid epidemic investigation, the people's government at the same level issued a blockade order to block the epidemic area. Take thorough disinfection and sterilization measures in epidemic areas; Emergency immunization of susceptible animals in threatened areas.
3. Class II animal infectious diseases refer to diseases that can cause great economic losses and need strict control and extermination measures. Class II animal infectious diseases should be reported immediately; On the basis of rapid epidemic investigation, the animal husbandry and veterinary administrative department at the same level shall designate the epidemic areas and threatened areas; Take thorough disinfection and sterilization measures in epidemic areas; Emergency immunization of susceptible animals in threatened areas.
4. Three kinds of animal infectious diseases refer to common and frequent animal infectious diseases that may cause great economic losses and need to be controlled and purified. When three kinds of animal infectious diseases occur, the local people's government and the animal husbandry and veterinary department shall organize prevention and purification in accordance with the relevant provisions of the animal epidemic prevention plan and the animal husbandry and veterinary administrative department of the State Council.
Legal basis: Article 41 of the Law on the Prevention and Control of Infectious Diseases in People's Republic of China (PRC), the local people's government at or above the county level or the personnel in a specific area of the place where a class A infectious disease case occurs may implement isolation measures and report to the people's government at the next higher level; The people's government at a higher level that receives the report shall immediately make a decision on approval or disapproval. If the people's government at a higher level makes a decision not to approve, the people's government that implements the isolation measures shall immediately lift the isolation measures. During the period of isolation, the people's government that implements isolation measures shall provide living security for the isolated personnel; If the isolated person has a work unit, his work unit will not stop paying his remuneration during the isolation period. The lifting of isolation measures shall be decided by the original decision-making organ and announced.
