The first part is preface
1 Explanation of terms:
1. Secondhand smoke can be defined as "smoke discharged from the burning end of cigarettes or other tobacco products and usually mixed with smoke discharged by smokers", which is referred to as "secondhand smoke" for short in these Measures and English SHS. It is said that WHO believes that "exposure to second-hand smoke exceeds 15 minutes at least once a week", but this explanation does not conform to the spirit of the known WHO document and needs further verification.
2. Smoke-free environment: "Smoke-free air" is 100% smoke-free air. This definition includes, but is not limited to, air without visible, smelled, felt or measured tobacco smoke. Such an environment is a smoke-free environment. Smoke-free places should include indoor workplaces, (2) indoor public places, (3) public transportation, and (4) other public places, including families in these Measures. Indoor refers to any space surrounded by a roof or one or more walls or sides, no matter what materials are used for the roof, walls or sides, and no matter whether the structure is permanent or temporary.
3. Ineffective solution: Except for 100% smoke-free environment, including ventilation, air filtration and designated smoking areas (whether there is a special ventilation system or not), there is no policy to ensure avoiding contact with tobacco smoke. There is scientific and other conclusive evidence that technical methods cannot prevent exposure to tobacco smoke.
Article 2 The tobacco control standards adopted in these Measures
1, No Tobacco Day Index: No secondhand smoke can be smelled at any time and place in a day.
2. It can be considered as an indicator of no-smoking day: the longest exposure time of indoor second-hand smoke is no more than 15 minutes, and the exposure time of important days such as environmental protection and health anniversaries is no more than 2 minutes, that is, no more than 15 minutes per week; Outdoor areas are not subject to this restriction. (See the following table: conversion table of tobacco control time for second-hand tobacco)
Goal 3: The short-term (within 3 years) goal is to reduce exposure to secondhand smoke, and the long-term (3- 10 years) goal is to create a life without secondhand smoke.
Article 4 Records shall be kept during the implementation of these Measures so as to make monthly, quarterly and annual summaries, and summary reports shall not be published on the Internet regularly.

The second part is the specific measures to reduce or avoid secondhand smoke.
Article 5 The only effective way to completely avoid the harm of second-hand smoke is to create a 100% smoke-free environment, but sometimes this goal can be achieved to a certain extent without second-hand smoke.
Article 6 Reducing exposure to second-hand smoke during working hours is the focus of current tobacco control work, therefore:
1. Take every opportunity to introduce the benefits of smoke-free to colleagues and friends, including but not limited to publicly browsing tobacco control websites, editing tobacco control blogs, materials, newspaper clippings and raising objections to second-hand smoke around you.
2. Keep the previous good practices: including but not limited to not buying cigarettes, not handing out cigarettes or even lighting cigarettes for others, and not smoking with others when there is nothing to do, especially on special days such as World No Tobacco Day and World Environment Day (see the attached table for details). You should avoid continuing to do unnecessary work or study when others smoke.
In order to reduce the residue of secondhand smoke in the office, we should form the habit of cleaning the office every day:
(1) Every Monday, the room must be thoroughly cleaned, with the focus on dead corners that are not easy to clean at ordinary times, and cigarette butts and ash should be thoroughly removed. In order to avoid dust, wet cleaning should be adhered to;
(2) When cleaning at ordinary times, try to clean up to the sanitary corner, and you can do it again before going to work at noon. When necessary, you can clean up immediately when others leave after smoking. The key point is to remove cigarette butts and ash on the ground and clean the ashtray.
(3) The filter screen of air conditioner should be cleaned regularly, and it is recommended to clean it once a month.
(4) Clean the walls and ceiling at least once a month, and clean the dirt on the map and the top of the cabinet, or spread a newspaper on the top of the cabinet and change it once a month.
(5) If there is an opportunity, such as creating a National Health Day or a World No Tobacco Day, you can hang a no-smoking sign in a conspicuous place in the office and place the latest publicity materials.
4, if you can't avoid direct contact with second-hand smoke, should try to achieve good ventilation, such as open all doors and windows, and open the exhaust fan, when necessary, you can use a fan to fan the wind to speed up the air circulation, and indicate the measures and effects in the log.
5. Try to complete the editing and computer learning tasks of tobacco control materials at home to reduce the probability of indirect exposure to second-hand smoke in the office.
Seventh do a good job in creating smoke-free families.
1. Although up to now, the WHO Framework Convention on Tobacco Control and national and local laws and policies have not listed families as places where smoking is prohibited, for health reasons, referring to Article 8 of the Convention and its implementation guidelines, I still decided to list families as smoke-free areas, and unconditional exposure to second-hand smoke at home is strictly prohibited.
Starting from New Year's Day, I will set up obvious no-smoking signs in my room and doorway, and remember not to prepare cigarettes and smoking utensils at any time. If I receive cigarettes, I should use them to kill insects or fertilize gardening plants. I should not transfer them to other relatives at home, and I should not buy such items at my own expense.
3, should continue to implement the smoke-free family plan in my hometown:
(1) Update the tobacco control materials prepared for Dad from time to time, including newspaper extracts, documents, picture signs, etc. And put up such a notice at an appropriate time to try to get him to quit smoking;
(2) Resolutely avoid inhaling the second-hand smoke made by dad on the sanitation memorial day, and take measures such as unconditional forced ventilation and staying away;
(3) Try to encourage relatives and friends not to smoke indoors. To this end, the following measures can be taken:
A. Publicizing tobacco control information, especially the benefits of a smoke-free environment;
B politely refused the family's request to buy tobacco products;
Don't entertain relatives and friends with tobacco products. Before May 3 1 20 10, you can entertain strangers with cigarettes, but you can't open the distribution. You won't entertain any guests with cigarettes after May 3 1 20 10. On the contrary, you should prepare more melon seeds, fruits, sweets and fruits while drinking tea. D guests should keep good indoor ventilation when smoking and avoid it as much as possible. When conditions permit, smoke alarms or similar facilities can be installed indoors.
(4) Continue to incorporate the plan of creating a smoke-free family into the annual assessment, and strive to ensure that every day when guests are not entertained at home is a smoke-free day, and the smoke-free standard shall be implemented according to Article 2. 1.
Whether in my hometown or in my room, I must thoroughly clean the guests after smoking, including: cleaning the sanitary corner, scrubbing the furniture, changing all washable things, washing my hair, or taking a shower and changing clothes when the smoke is almost inaudible.
Article 8 Although my exposure to secondhand smoke on other occasions is relatively low at present, I still need to take effective measures to avoid it, including but not limited to:
1, pay attention to avoid smoking outdoors (that is, people who smoke while walking), avoid being in the downwind of smokers like when studying in Yangling, and ensure to achieve a smoke-free day that meets the standard of 2. 1 to the greatest extent.
2. When it is not necessary, it is forbidden to enter indoor public places where smoking is prohibited by law but not effectively implemented, such as Internet cafes, dance halls, indoor fitness places, supermarkets, dining rooms, stations, bathrooms, etc. When necessary, you can ask for help from the owner or manager of the smoke-free place or other law enforcement officers stipulated by law to avoid exposure to second-hand smoke. You can also ask for help from the heads of Ivy Office, Chuangwei Office, Health Administrative Supervision Department, World Health Organization and other departments.
3. Take transportation:
(1) Try to take smokeless transportation and sit by the window that can be opened.
(2) Take the train to avoid stopping at the junction of carriages. If you smell secondhand smoke or find someone smoking next to you, you should leave your seat and go somewhere else.
(3) For short-distance trips within10 km, try to walk or ride a bike, and pay attention to avoid smoking on the way. .
4. It is forbidden to approach and enter the legal smoking room or smoking area.
Article 9 Industry information
1, manage your own blog, Baidu Know and other online accounts that promote smoke-free, answer all online questions about what cigarettes to smoke, and explain the reasons according to the spirit of the document; In the near future, we should try to separate many articles mixed together in the blog, and one article should be regarded as a blog; Try editing Baidu entries or Baidu Encyclopedia.
2. In addition to the need of family tobacco control, we will no longer collect general information about smoking and health from the Internet in the future, and will pay close attention to when the Smoking Law is promulgated and the latest development of WHO tobacco control.
The third part is the auxiliary measures to reduce the harm of second-hand smoke
Article 10 Exercise in fresh air can reduce the harm of second-hand smoke.
1, when there is no second-hand smoke, insist on moderate load exercise 1 hour or more every day;
2. When there is secondhand smoke, the amount of exercise should be linked to the amount of smoking:
(1) When the exposure to second-hand smoke does not exceed 2- 15 minutes, each cigarette should be equivalent to walking for 0. 1 km;
(2) When the time exceeds 15 minutes or the special date exceeds 2 minutes, each branch is 0.5km, but the cumulative time does not exceed10 km;
(3) Every time the exposure time of secondhand smoke is doubled, the amount of exercise should also be doubled, but the daily cumulative amount should not exceed15 km;
(4) When exposed to secondhand smoke, if harm reduction measures (such as ventilation) are not taken or cannot be taken, the amount of exercise should be calculated according to the standard of 2 times.
1 1 Drink more water, eat more fruits and vegetables, cook more by yourself, and buy less snacks outside; Work hard, study hard, be diligent in communication, be helpful and enjoy life.
Part IV Final Clauses
Entry into force, amendment and repeal of article 12.
This method has been implemented since June 9, 2009, and will be changed more strictly in the future until the places mentioned in Article 1.2 are 100% free of second-hand smoke.
